【摘要】：第一期革命戰(zhàn)爭公債是中華蘇維埃共和國臨時中央政府為籌集革命經(jīng)費而首次發(fā)行的公債。在臨時中央政府的詳細(xì)部署和積極動員下,公債在很短時間內(nèi)就超額完成了發(fā)行任務(wù)。作為中華蘇維埃共和國臨時中央政府第一次發(fā)行的公債,它標(biāo)志著革命根據(jù)地債務(wù)舉借開始走向規(guī)范化;公債發(fā)行中的政治動員成為以后根據(jù)地公債發(fā)行普遍采用的方式;公債發(fā)行中的不足也為以后根據(jù)地公債發(fā)行政策的完善提供了經(jīng)驗教訓(xùn)。
[Abstract]:The first issue of revolutionary war bonds was first issued by the interim central government of the Soviet Republic of China to raise funds for the revolution. With the detailed deployment and active mobilization of the interim central government, the issuance of the bonds was overfulfilled in a very short period of time. As the first public debt issued by the interim central government of the Soviet Republic of China, it marks the beginning of the normalization of debt borrowing in the revolutionary base areas, and the political mobilization in the issuance of public debt has become a common way of issuing public debt in the base areas in the future. The deficiency in the issuing of government bonds also provides experience and lessons for the improvement of the policy of issuing public bonds in the base areas in the future.
