【摘要】：從制度上保證黨和群眾的密切聯(lián)系,是構(gòu)建新型黨群關(guān)系的基本內(nèi)容。當前存在的對制度建設(shè)重要性認識不夠、制度建設(shè)要素不完善和制度執(zhí)行不力等問題,嚴重影響了黨群關(guān)系的制度化、規(guī)范化。加強黨群關(guān)系制度建設(shè)必須堅持普遍性與具體性的統(tǒng)一、繼承性與創(chuàng)新性的統(tǒng)一、嚴密性與可行性的統(tǒng)一。完善黨群關(guān)系制度設(shè)計的整體思路是增強制度意識,確立制度的權(quán)威;遵循制度建設(shè)自身規(guī)律,在制度設(shè)計和制定完善上下功夫;注重實效,構(gòu)筑制度執(zhí)行的督查和考評機制。
[Abstract]:It is the basic content of constructing a new type of relationship between the Party and the masses to guarantee the close connection between the Party and the masses from the system. The existing problems, such as insufficient understanding of the importance of institutional construction, imperfect elements of institutional construction and weak implementation of the system, have seriously affected the institutionalization and standardization of the relationship between the Party and the masses. In order to strengthen the system construction of the relationship between the Party and the masses, we must adhere to the unity of universality and concreteness, the unity of inheritance and innovation, the unity of strictness and feasibility. The overall idea of perfecting the system design of the relationship between the Party and the masses is to strengthen the system consciousness and establish the authority of the system; to follow the rules of the system construction, to make efforts in the design and establishment of the system; to pay attention to the actual effect; to construct the mechanism of supervision and evaluation of the implementation of the system.
