【摘要】：作風(fēng)建設(shè)對一個政黨有著舉足輕重的作用,關(guān)系到黨的性質(zhì),關(guān)系到人心向背,影響著社會風(fēng)氣,決定著黨的命運。在當(dāng)今全球化、信息化趨勢日益加強以及整體實力“資強社弱”的大環(huán)境下,作風(fēng)建設(shè)對于社會主義國家共產(chǎn)黨強化政黨建設(shè)以及指引社會主義方向、開展社會主義改革和建設(shè)事業(yè)具有不可替代的作用,引領(lǐng)社會思潮的走向,體現(xiàn)執(zhí)政黨的精神風(fēng)貌和時代特征。古巴作為拉美唯一的社會主義國家,在經(jīng)歷美國經(jīng)濟(jì)封鎖、貿(mào)易禁運、軍事威脅等敵視政策和東歐劇變、蘇聯(lián)解體的政治環(huán)境后,不僅頑強地承受了外部的沖擊及壓力,保衛(wèi)了國家的政權(quán),而且毫不動搖地堅持走社會主義道路50余年,持續(xù)地推進(jìn)黨和國家的穩(wěn)步前進(jìn)。同時,經(jīng)濟(jì)建設(shè)也取得令人欽佩的成就,社會發(fā)展和諧安穩(wěn)、富強團(tuán)結(jié)、平等自由,呈現(xiàn)出一片欣欣向榮的局面。這無疑與古巴共產(chǎn)黨①自身建設(shè)緊密相連,與古共的作風(fēng)建設(shè)休戚相關(guān)。經(jīng)過仔細(xì)研究發(fā)現(xiàn),古共歷經(jīng)多年的探索實踐,在思想、學(xué)習(xí)、工作領(lǐng)導(dǎo)以及生活作風(fēng)中提煉出一套與眾不同的做法,主要包括創(chuàng)建各級黨校組織及高等院校,發(fā)揮黨員先鋒模范作用,貼近群眾生活,與民同樂,滿足人民群眾的現(xiàn)實需要,建立眾多輿論調(diào)查中心,重視群眾組織的力量,勤儉節(jié)約、艱苦奮斗、民主平等的生活理念等等,形成了公正、清廉、簡樸務(wù)實的黨風(fēng),這是古共作風(fēng)建設(shè)的思想指南和戰(zhàn)略方針,成為古共執(zhí)政興國的宗旨和價值導(dǎo)向,開創(chuàng)了古巴和諧穩(wěn)定的社會局面,鞏固了古巴社會主義政權(quán)。古共作風(fēng)建設(shè)的理論對中共的建設(shè)有著重要的借鑒和啟示意義。主要包括馬克思主義建黨學(xué)說是作風(fēng)建設(shè)的方向性和科學(xué)性的保障,獲得人民群眾的認(rèn)可和支持是執(zhí)政黨合法性的根源,滿足人民群眾的基本生活保障是鞏固執(zhí)政黨地位的重要法寶,建立平等公正的法律法規(guī)是保持執(zhí)政黨形象的良好策略,保持艱苦奮斗、勤儉節(jié)約的務(wù)實作風(fēng)是立黨為公的根本方針。
[Abstract]:The construction of style plays an important role in a political party, relates to the nature of the party, relates to the heart of the people, influences the social atmosphere and determines the destiny of the party. Under the circumstances of globalization, the increasing trend of information technology and the overall strength of "strengthening the resources and strengthening the society", the construction of the style of work has given the Communist Party of socialist countries the direction of strengthening the construction of political parties and guiding the direction of socialism. The development of socialist reform and construction plays an irreplaceable role in guiding the trend of social thought and embodying the spirit of the ruling party and the characteristics of the times. Cuba, as the only socialist country in Latin America, has not only withstood external shocks and pressures stubbornly after the hostile policies of the United States, such as the economic blockade, trade embargo, military threats, and the dramatic changes in Eastern Europe and the disintegration of the Soviet Union. He defended the state power, and unswervingly adhered to the socialist road for more than 50 years, and continued to push forward the Party and the country steadily. At the same time, economic construction has also made admirable achievements, social development harmonious and stable, rich, strong, United, equal and free, showing a thriving situation. This is undoubtedly closely linked to the Cuban Communist Party's own construction, and closely related to the Cuban Communist Party's construction of its style of work. After careful study, it was found that through many years of exploration and practice, Cuba had refined a set of distinctive practices in its thinking, study, work leadership and lifestyle, mainly including the establishment of party school organizations and institutions of higher learning at all levels. Give full play to the vanguard and exemplary role of Party members, be close to the people's life, enjoy themselves with the people, meet the people's realistic needs, establish numerous public opinion investigation centers, attach importance to the strength of mass organizations, work diligently and frugally, and work hard. The concept of democracy and equality in life, and so on, has formed a party style of justice, cleanliness, simplicity and pragmatism, which is the ideological guide and strategic guideline for the construction of the ancient Communist style, and has become the purpose and value guide for the Communist Party to govern and rejuvenate the country. Created a harmonious and stable society in Cuba and consolidated the Cuban socialist regime. The theory of the construction of the ancient Communist style has important reference and enlightenment significance to the construction of the Communist Party of China. Mainly including the Marxist theory of party building is the direction and scientific guarantee of the construction of work style, and obtaining the approval and support of the people is the root of the legitimacy of the ruling party. Meeting the basic living security of the people is an important magic weapon in consolidating the position of the ruling party. Establishing equal and fair laws and regulations is a good strategy to maintain the image of the ruling party and to maintain hard struggle. The pragmatic style of thrift is the fundamental policy of establishing the Party for the common good.
