【摘要】：正在我國現行的以縱向領導為主的行政治理體制下,上級做決策、下級去執(zhí)行是國家社會事務組織管理的基本通則。由于種種原因所致,在領導決策落實過程中,上下級之間會產生一定的博弈關系。這種博弈關系的存在,既具有倒逼上級領導優(yōu)化決策的積極意義,也會產生"好政策、難執(zhí)行"的不良后果。當前,我國圍繞實現中華民族偉大復興的中國夢,改革發(fā)展力度大,經濟社會轉型調整范圍廣、進度快,客觀上使得上下級之間的矛盾分歧
[Abstract]:Under the present administrative governance system with vertical leadership in our country, it is the basic general rule of the state social affairs organization management that the superior make the decision and the subordinate carry out. As a result of various reasons, there will be a certain game relationship between leaders and subordinates in the process of making decisions. The existence of this kind of game relation not only has the positive meaning of forcing the superior leaders to optimize the decision, but also has the bad consequence of "good policy, difficult to carry out". At present, our country revolves around the realization of the great rejuvenation of the Chinese nation Chinese Dream, the reform and development dynamics, the wide range of economic and social transformation and adjustment, the rapid progress, objectively makes the contradiction between the superior and junior differences.
