【摘要】：正一要準(zhǔn)確把握容錯的政策邊界。建立科學(xué)有效的容錯機(jī)制,必須牢牢把握"三個區(qū)分開來"的標(biāo)準(zhǔn)要求,在設(shè)定容錯界限的時候,要堅(jiān)持做到"四看",看是否出于公心,看是否為了改革創(chuàng)新,看是否經(jīng)過民主決策,看是否造成嚴(yán)重后果。二要科學(xué)設(shè)定容錯的程序規(guī)則。必須建立嚴(yán)格的容錯免責(zé)程序規(guī)則,堅(jiān)持"申請、核實(shí)、認(rèn)定、公示、報備"
[Abstract]:First, it is necessary to accurately grasp the policy boundaries of fault tolerance. To establish a scientific and effective fault-tolerant mechanism, we must firmly grasp the "three separate" standard requirements. When setting fault tolerance limits, we must adhere to the "four look," see if it is out of the common mind and see if it is for the sake of reform and innovation. See if democratic decisions are made, and see if they have serious consequences. Second, set the procedure rules of fault tolerance scientifically. It is necessary to establish strict rules of fault-tolerant exemption procedure and insist on "application, verification, confirmation, publicity and filing."
