【摘要】：廉政建設(shè)有使人"不敢腐"、"不能腐"、"不想腐"三大目標(biāo)。目前,在持續(xù)的反腐高壓態(tài)勢下,干部"不敢腐"的短期目標(biāo)已初步實現(xiàn)。未來五年應(yīng)聚焦于"不能腐"這一中期目標(biāo),即通過制度預(yù)防和技術(shù)預(yù)防,降低腐敗行為的可能性和成功率,通過減少腐敗機會抑制腐敗動機。
[Abstract]:The construction of a clean government has three goals: "dare not corrupt", "cannot corrupt" and "do not want to corrupt". At present, under the sustained anti-corruption pressure, the short-term goal of cadres "dare not corrupt" has been preliminarily realized. The next five years should focus on the medium-term goal of "incorruptible", that is, to reduce the possibility and success rate of corruption through institutional prevention and technical prevention, and to curb corruption motivation by reducing opportunities for corruption.
