新時(shí)期臨縣共青團(tuán)干部隊(duì)伍建設(shè)研究
[Abstract]:The 16th National Congress of the Communist Youth League of China put forward that the most fundamental influence, combat effectiveness and vitality of the Communist Youth League depend on the establishment of grass-roots organizations. At present, the Central Committee of the Communist Youth League has pointed out the direction of the establishment of the grass-roots organizations and the development of the grass-roots Communist Youth League work, and regards the county level Communist Youth League organizations as the basis for all the work of the Communist Youth League. The work of county level League organization mainly depends on the grassroots group cadres, so it is of great significance to study the construction of grass-roots league cadres. The research content of this paper is, take the Communist Youth League of Linxian County of Shanxi Province as an example, expound the present situation and existing problems of the construction of cadres of the Communist Youth League at the grass-roots level, and deeply analyze the causes of these problems. Put forward the countermeasures and suggestions for the construction of cadres of the Communist Youth League in Linxian County. The structure of the thesis is divided into four chapters. The first chapter is the introduction, which introduces the research background and significance, literature review and research ideas and methods. The second chapter introduces the nature of the Communist Youth League and the requirements of the grassroots League cadres in the new period. In the new period, the cadres of the Communist Youth League at the grass-roots level must possess the abilities of political theory cultivation, service consciousness, investigation and research, organization and coordination, propaganda and planning, innovation, legal literacy and emergency response. The third chapter analyzes the current situation and problems of the construction of cadres in Linxian Communist Youth League. It is considered that in the current construction of the cadres of the Communist Youth League in Linxian, the rallying power of grass-roots League organizations is not strong, the part-time league cadres are not specialized, the education mechanism is not perfect, and the orientation of work functions is not clear. The ability quality of the regiment cadres lags behind the requirements of the new situation, and some grassroots cadres' style of work is not true. The fourth chapter puts forward the countermeasures and suggestions for the construction of cadres in Linxian Communist Youth League. Including establishing a scientific system for the development of cadres of the Communist Youth League, improving the quality of the training of cadres of the Communist Youth League, establishing a scientific examination mechanism for cadres of the Communist Youth League, establishing a scientific and reasonable mechanism for rewards and punishments, and strengthening the design of the working mechanism of cadres of the Communist Youth League. In the concept of creating a good employment environment, strengthen the work style of the ranks of cadres of the Communist Youth League.
