【摘要】：黨規(guī)現(xiàn)象是一類政治現(xiàn)象、制度現(xiàn)象和法現(xiàn)象。黨規(guī)學(xué)以黨規(guī)現(xiàn)象為研究對象,已經(jīng)成為黨建學(xué)、政治學(xué)、法學(xué)等多學(xué)科交叉融合的新的學(xué)術(shù)領(lǐng)域,正在成為黨建學(xué)、政治學(xué)研究的重要方向,也應(yīng)當(dāng)和能夠成為法學(xué)學(xué)科的重要分支。作為法學(xué)學(xué)科體系新成員的黨規(guī)學(xué),以一類特殊的法現(xiàn)象為研究對象,應(yīng)當(dāng)致力于在一般法治原理、規(guī)律的基礎(chǔ)上探求黨規(guī)現(xiàn)象的特殊邏輯,側(cè)重于研究黨規(guī)制度原理和運行機理、黨內(nèi)法治規(guī)律和治理邏輯,創(chuàng)設(shè)相對獨立的概念范疇、知識體系和理論系統(tǒng)。進一步明確黨規(guī)學(xué)學(xué)科意識和思維、黨規(guī)學(xué)研究內(nèi)容和方法,加強黨規(guī)學(xué)基礎(chǔ)研究和應(yīng)用研究,完善和發(fā)展黨規(guī)學(xué)學(xué)科體系,對于豐富中國特色社會主義法治理論體系,推進黨和國家治理體系和治理能力現(xiàn)代化,具有重大和深遠的意義。
[Abstract]:Party rule phenomenon is a kind of political phenomenon, system phenomenon and law phenomenon. Party discipline has become a new academic field where party building, political science, law and other disciplines are intersected, and is becoming an important direction in the study of party building and political science. Also should and can become an important branch of the subject of law. As a new member of the discipline system of law, the Party discipline, taking a special kind of legal phenomenon as the object of study, should devote itself to exploring the special logic of the party rule phenomenon on the basis of the general principle of rule of law and the rule of law. This paper focuses on the study of the principles and operating mechanisms of the Party's rules and regulations, the rule of law and the governance logic within the Party, and the creation of relatively independent conceptual categories, knowledge systems and theoretical systems. To further clarify the consciousness and thinking of the discipline of Party discipline, to strengthen the basic and applied research of Party discipline, to perfect and develop the discipline system of Party discipline, and to enrich the theoretical system of socialist rule of law with Chinese characteristics, Promote the party and state governance system and governance capacity modernization, with great and far-reaching significance.
