【摘要】：制度治黨是政黨治理的重要方式,強(qiáng)調(diào)將制度優(yōu)勢(shì)轉(zhuǎn)化為治理黨內(nèi)各項(xiàng)事務(wù)的效能,將提高制度執(zhí)行力作為政黨治理能力提升的核心,是國(guó)家治理現(xiàn)代化背景下政黨治理的目標(biāo)指向。制度治黨是執(zhí)政黨建設(shè)科學(xué)化與國(guó)家治理現(xiàn)代化的相契合,但在推進(jìn)政黨治理現(xiàn)代化的過(guò)程中,受黨內(nèi)制度體系短板、黨員主體地位缺乏保障、制度執(zhí)行不到位等因素的影響,延緩了政黨治理現(xiàn)代化的推進(jìn)進(jìn)程。由此,中國(guó)共產(chǎn)黨要通過(guò)堅(jiān)持以執(zhí)政黨的制度化建設(shè)為核心的現(xiàn)代化治理方向,加強(qiáng)以民主集中制為重點(diǎn)的黨內(nèi)治理體系和能力建設(shè)、推進(jìn)以法治精神和理念為引領(lǐng)的政黨治理實(shí)踐的深入、堅(jiān)持思想建黨與制度治黨緊密結(jié)合的聯(lián)動(dòng)化治理思路等措施推進(jìn)政黨治理現(xiàn)代化的發(fā)展。
[Abstract]:Institutional governance of the Party is an important way of party governance. It is emphasized that the transformation of institutional advantages into the efficiency of governing various affairs within the Party, and the improvement of institutional execution as the core of the improvement of the party's governance ability. It is the goal of party governance in the context of modernization of national governance. Institutional governance of the party is the same as the scientific construction of the ruling party and the modernization of national governance. However, in the process of promoting the modernization of party governance, it is affected by the inadequacies of the inner-party system, the lack of protection of the main position of the party members, the lack of implementation of the system, and so on. Delayed the modernization of party governance to promote the process. As a result, the Communist Party of China should strengthen its inner-party governance system and capacity building, which focuses on democratic centralism, by adhering to the direction of modern governance with the institutionalization of the ruling party as the core. In order to promote the development of the modernization of party governance, we should push forward the practice of party governance guided by the spirit and idea of rule by law, and insist on the idea of linking party building with institutional governance.
