揚州市紀檢監(jiān)察派駐機構管理的問題和對策研究
[Abstract]:Since the establishment of the discipline inspection and supervision agency in our country, it has always been under the dual leadership of the resident department and the higher discipline inspection committee, and the system mechanism of discipline inspection and supervision is difficult to meet the requirements of the new situation and the new task. In order to further meet the needs of social development, in 2004, the Central discipline Inspection Commission and the Ministry of Supervision carried out the unified management of discipline inspection and supervision agencies. Yangzhou City began to implement unified management of discipline inspection and supervision agencies in 2008, but it has followed the nominally unified management model-"point stationing" mode. Due to the imperfect management system, unclear functional positioning, imperfect system formulation, and unscientific appraisal mechanism, The lack of supervision and understanding leads to less communication between the attached agencies and the Municipal discipline Inspection Commission, the marginalization of the principal responsibility of the main profession, the scattered strength of the attached discipline inspection and supervision cadres, the lack of professional knowledge, the low enthusiasm for carrying out their duties, the weak investigation and handling of cases, and the influence on the exertion of the supervisory function. Therefore, according to the theory of public management organization, referring to the three main modes of unified management of the present discipline inspection and supervision agencies, and combining the actual situation of Yangzhou City, this paper hopes to learn from the experience of the "point-to-face combination" model and to make up for each other's shortcomings. Not only to realize the "point presence" model, which can be deeply integrated into the daily work of the department, but also to obtain the inherent advantages of the high integration of anti-corruption forces in the "slice stationing" model, and to enhance the independence and authority of the accredited agencies. So as to optimize Yangzhou discipline inspection and supervision attached to the organization management. The research of this paper takes "direct leadership, unified management" as the main line, "reforming the leadership system, straightening out the working relationship, implementing unified management and strengthening the supervisory function" as the target task. Secondly, strengthen the construction of the system to ensure the authority of the agencies to carry out their duties; strengthen the building of the ranks again, stimulate the vitality of the attached organizations; at the same time, deepen the work of three turns, further enhance the ability to carry out their duties; finally, innovate the way of supervision. Multiple channels to strengthen the effectiveness of supervision.
