【摘要】：任期制是通過嚴(yán)格界定黨政領(lǐng)導(dǎo)干部的任職期限和連任期限,對領(lǐng)導(dǎo)干部任期目標(biāo)進(jìn)行嚴(yán)格考核以保證其積極履行領(lǐng)導(dǎo)職責(zé)的制度。其基本特點(diǎn)是任用有期、屆滿考核,升降連任、各得其所。這一制度源遠(yuǎn)流長,目前是國際通用的干部管理的基本制度。其思想淵源主要有三個方面,一是古希臘時期對官員任期制的思考及在西方的流變,二是中國歷史上實(shí)行官員任期制的探索與實(shí)踐,三是中國共產(chǎn)黨進(jìn)行干部管理的任期制理論與實(shí)踐。這一制度在我國全面實(shí)行以來成效顯著,但同時遇到的問題也越來越多,加快完善這一制度是當(dāng)前干部工作的一個重要任務(wù)。
[Abstract]:The tenure system is a system that strictly defines the term of office and the term of reappointment of the leading cadres of the Party and government, and carries out strict examination on the objectives of the term of office of the leading cadres in order to ensure their active performance of their leading duties. Its basic characteristics are the appointment of a term, the expiry of assessment, re-appointment, their own. This system has a long history and is the basic system of international general cadre management. Its ideological origin mainly has three aspects. One is the thinking of the official tenure system in ancient Greece and its evolution in the West, the other is the exploration and practice of implementing the official tenure system in the history of China. Third, the Communist Party of China carries on the cadre management the term system theory and the practice. This system has achieved remarkable results since it was fully implemented in our country, but at the same time, there are more and more problems encountered at the same time. It is an important task for cadres to speed up and perfect this system.
