新民主主義革命時期中國共產(chǎn)黨公信力建設(shè)的歷史考察

【摘要】：本文以辯證唯物主義和歷史唯物主義為基本指導(dǎo)思想,綜合運用政治學(xué)、社會學(xué)、歷史學(xué)等學(xué)科的理論與研究方法,對新民主主義革命時期中國共產(chǎn)黨公信力建設(shè)歷程進行系統(tǒng)的考察和分析。以中國社會主要矛盾,特定歷史時期中國共產(chǎn)黨歷史任務(wù)、中心工作的轉(zhuǎn)變和依靠力量的不同作為分期依據(jù),從黨的領(lǐng)導(dǎo)能力提升,黨的意識形態(tài)認同和黨滿足人民群眾合理利益需求三個主要方面入手,對黨在新民主主義革命時期公信力提升的途徑和成功經(jīng)驗進行歸納,探尋有益于中國共產(chǎn)黨長期執(zhí)政的執(zhí)政公信力建設(shè)的經(jīng)驗和啟示。 本文重點梳理馬克思、恩格斯和列寧等政黨學(xué)說中有關(guān)政黨公信力建設(shè)的思想,并在中國傳統(tǒng)文化中探究影響新民主主義革命時期中國共產(chǎn)黨公信力建設(shè)的理論基礎(chǔ)；從中國共產(chǎn)黨肩負的歷史使命入手,闡明黨的公信力建設(shè)是黨領(lǐng)導(dǎo)新民主主義革命并奪取全國政權(quán)現(xiàn)實需要。 在主體內(nèi)容上,筆者將新民主主義革命時期中國共產(chǎn)黨公信力建設(shè)分為三個具體時期進行考察。艱難探索期：以國內(nèi)革命形勢變化為背景,國民大革命蓬勃發(fā)展、國共合作破裂和中國共產(chǎn)黨開辟革命根據(jù)地建立紅色政權(quán)為主線,從中國共產(chǎn)黨公信力建設(shè)的早期意識形態(tài)觀形成,黨的領(lǐng)導(dǎo)能力建設(shè)和滿足人民群眾利益需求的舉措等方面所取得的公信力成就予以考察,厘清早期中國共產(chǎn)黨公信力建設(shè)艱難探索的歷程。穩(wěn)步推進期：以日本帝國主義侵華引發(fā)的中華民族全面抗日為背景,以中國共產(chǎn)黨獨立探索革命道路的遵義會議為邏輯起點,通過對黨領(lǐng)導(dǎo)能力的綜合提升增強了黨的凝聚力和社會動員力；黨實事求是的意識形態(tài)觀所獲得的政治認同以及黨在根據(jù)地建設(shè)中不斷滿足人民群眾合理的利益需要所獲取的擁護和支持,得出中國共產(chǎn)黨在殘酷的戰(zhàn)爭環(huán)境中不斷發(fā)展壯大并持續(xù)提升政治影響力和社會動員力的成功得益于黨的公信力建設(shè)的穩(wěn)步推進。全面提升期：中國共產(chǎn)黨以民族復(fù)興和人民解放為己任,以建立民主聯(lián)合政府為口號,積極推行民主政治建設(shè),贏得了新的政治認同,增強了黨的執(zhí)政合法性；繼續(xù)推進解放區(qū)農(nóng)村土地改革和經(jīng)濟建設(shè),穩(wěn)定城市政治秩序和恢復(fù)城市經(jīng)濟發(fā)展,滿足了人民群眾生存與發(fā)展的需求,為黨最終贏得解放戰(zhàn)爭的勝利增添了新的力量,憑借不斷提升和凝煉的公信力,中國共產(chǎn)黨實現(xiàn)了向執(zhí)政黨成功蛻變。 在綜合考察新民主主義革命時期中國共產(chǎn)黨公信力建設(shè)的基礎(chǔ)上,筆者將新民主主義革命時期中國共產(chǎn)黨公信力建設(shè)經(jīng)驗概括為：國家、民族至上,加快了向執(zhí)政黨轉(zhuǎn)變的進程；人民至上,贏得了人民群眾對黨的政治認同；奉獻至上,樹立了黨一心為民的政黨形象。由此提出對今天黨的長期執(zhí)政提升執(zhí)政公信力的啟示：必須提高黨的領(lǐng)導(dǎo)能力,做強自己方能取信于民；必須以“民生”為黨領(lǐng)導(dǎo)社會主義建設(shè)的根本出發(fā)點；必須重視黨的理想信念與人民意愿的高度契合,重視黨的執(zhí)政公信力建設(shè),才能實現(xiàn)黨的長期執(zhí)政目標(biāo)。
[Abstract]:Taking dialectical materialism and historical materialism as the basic guiding ideology, this paper makes a systematic investigation and analysis of the course of the construction of the credibility of the Communist Party of China in the period of the New Democratic Revolution by using the theories and research methods of politics, sociology and history. The historical task of the Party, the transformation of the central work and the different dependence on its strength are taken as the basis of stages. Starting with the promotion of the Party's leadership ability, the Party's ideological identity and the Party's meeting the people's reasonable interests, this paper sums up the ways and successful experiences of enhancing the Party's credibility in the new democratic revolution period. It is beneficial to the experience and Inspiration of the CPC's long-term ruling public credibility building.
This paper focuses on combing Marx, Engels, Lenin and other political party doctrines related to the construction of Party credibility, and in Chinese traditional culture to explore the impact of the New Democratic Revolution period of the credibility of the Communist Party of China's theoretical basis; starting from the historical mission of the Communist Party of China, clarify that the credibility of the Party is the leadership of the Party. Guiding the new democratic revolution and capturing the reality of the national political power.
In the main content, the author divides the construction of the credibility of the Communist Party of China in the period of the New Democratic Revolution into three specific periods. The formation of the early ideology of the construction of the credibility of the Communist Party, the construction of the Party's leadership capacity and the measures to meet the interests of the people's needs and other aspects of the credibility of the achievements of the early Chinese Communist Party to clarify the construction of credibility of the difficult exploration process. Taking the Zunyi Meeting of the Communist Party of China as the logical starting point, the comprehensive promotion of the Party's leadership strengthens the Party's cohesion and social mobilization; the political recognition of the Party's ideological view of seeking truth from facts; and the Party's constant satisfaction with the people's rationality in the construction of base areas The interests of the Communist Party of China in the cruel war environment and continue to enhance political influence and social mobilization of the success of the credibility of the Party's steady progress. With the slogan of the democratic coalition government, it has actively carried out democratic political construction, won new political recognition and strengthened the legitimacy of the Party in power; continued to promote the rural land reform and economic construction in the liberated areas, stabilized the urban political order and restored the urban economic development, met the needs of the people's survival and development, and finally won the Liberation War for the Party. The victory of the struggle has added new strength, and the Communist Party of China has successfully transformed itself into a ruling party by virtue of its continuous improvement and concise credibility.
On the basis of a comprehensive investigation of the credibility construction of the Communist Party of China in the period of the New Democratic Revolution, the author summarizes the experience of the credibility construction of the Communist Party of China in the period of the New Democratic Revolution as follows: the supremacy of the state and the nation accelerates the process of transformation to the ruling party; the supremacy of the people wins the people's political recognition of the party; the supremacy of dedication; This paper puts forward the enlightenment to the long-term ruling of the party to enhance the credibility of the ruling party: we must improve the party's leadership and strengthen ourselves to win the trust of the people; we must take "people's livelihood" as the basic starting point of the party's leadership of socialist construction; we must attach importance to the party's ideals and beliefs and the will of the people.
