This paper discusses the development of a new mode of running a college-the state owned but privately run college. Combining with the current educational environment and reality, it presents the viewpoint that we should rely on some advantages such as the education administration, the construction of specialities, and teachers of the main campus, that we should make full use of the relative independence and flexibility in policy, that we should attach importance to teaching quality, that we should work out a rational arrangement of specialities and try to achieve the goal of feeding the college on its own incomes and expand the college in the process of reform.
