【摘要】：庇護(hù)關(guān)系是建立在權(quán)力依附和人身依附基礎(chǔ)上而形成的一種關(guān)系網(wǎng)絡(luò)。庇護(hù)關(guān)系的形成主要基于互惠互利和忠誠(chéng)信任的原則,它不僅會(huì)導(dǎo)致派系的滋生,還會(huì)帶來(lái)消極腐敗問(wèn)題的發(fā)生。庇護(hù)關(guān)系之所以形成,是因?yàn)楸幼o(hù)者和被庇護(hù)者雙方都能從中獲益,就被庇護(hù)者而言主要是可以在權(quán)力資源獲取中得到關(guān)照和規(guī)避仕途中的風(fēng)險(xiǎn);對(duì)于庇護(hù)者而言,不僅是締結(jié)政治力量的需要,也可以使政治資源得以延續(xù)。庇護(hù)關(guān)系主要通過(guò)物質(zhì)形態(tài)和情感形態(tài)兩種模式進(jìn)行交易。庇護(hù)關(guān)系之所以被依賴,恰恰說(shuō)明了正式制度的供給不足,因此,提升正式制度的供給質(zhì)量,同時(shí)加大打擊力度,提高通過(guò)非正式制度獲取權(quán)力資源的成本,是有效遏制庇護(hù)關(guān)系消極影響的根本路徑。
[Abstract]:Asylum relationship is a kind of relation network formed on the basis of power dependence and personal attachment. The formation of asylum relationship is mainly based on the principle of mutual benefit and loyal trust, which not only leads to the breeding of factions, but also brings about the occurrence of negative corruption. The reason for the formation of asylum relationship is that both the sheltered and the sheltered can benefit from it, and in the case of the sheltered, they can be taken care of and avoid the risks in their official career in terms of access to power resources; in the case of the asylum, It is not only the need to conclude political power, but also the continuation of political resources. Asylum relationship is mainly transacted by two modes: material form and emotional form. The fact that the asylum relationship is dependent precisely shows that the supply of the formal system is insufficient. Therefore, the quality of the supply of the formal system should be improved, and the crackdown should be stepped up to increase the cost of obtaining power resources through the informal system. It is the fundamental path to effectively curb the negative impact of asylum relations.
