【摘要】：制度自覺(jué)是中國(guó)共產(chǎn)黨之所以能夠提出"兩個(gè)責(zé)任"的前提和基礎(chǔ),"兩個(gè)責(zé)任"則是中國(guó)共產(chǎn)黨之制度自覺(jué)品格的典型確證和邏輯必然。"兩個(gè)責(zé)任"的存在價(jià)值和依據(jù)不僅在于制度反腐,而且在于制度防腐,制度反腐主要是從事后消極應(yīng)對(duì)意義上說(shuō)的,而制度防腐則是從事前積極預(yù)防角度講的。"兩個(gè)責(zé)任"的提出和確立一方面從消極意義上為"已然"之權(quán)力腐敗的應(yīng)對(duì)和治理提供了清晰的責(zé)任追查路徑,另一方面則從積極意義上為"未然"之權(quán)力腐敗的監(jiān)督與防控提供了明確的責(zé)任擔(dān)當(dāng)主體。不管是清晰的責(zé)任追查路徑還是明確的責(zé)任承擔(dān)主體,終究都是依法治國(guó),從嚴(yán)治黨,"把權(quán)力關(guān)進(jìn)制度籠子",以制度化、常態(tài)化方式預(yù)防和治理腐敗,從而加強(qiáng)黨風(fēng)廉政建設(shè)的題中應(yīng)有之意。"兩個(gè)責(zé)任"的提出是黨基于制度自覺(jué)對(duì)國(guó)家和人民所作出的制度性承諾,能否承兌,直接關(guān)乎黨的制度信用,黨對(duì)制度信用的高揚(yáng)與持守在此意義上成為了"兩個(gè)責(zé)任"落實(shí)的保障。
[Abstract]:System consciousness is the premise and foundation of the Communist Party of China to put forward "two responsibilities", and "two responsibilities" is the typical confirmation and logical necessity of the system consciousness character of the Communist Party of China. " The existence value and basis of the two responsibilities "lies not only in the institutional anti-corruption, but also in the institutional anticorrosion. The institutional anti-corruption is mainly said in the sense of passive response after the event, while the institutional anticorrosion is said from the angle of active prevention before engaging in it." On the one hand, the proposition and establishment of "two responsibilities" on the one hand provide a clear path of responsibility tracing for the response and governance of "already" power corruption in a negative sense. On the other hand, it provides a clear subject of responsibility for the supervision and prevention and control of power corruption in a positive sense. Whether it is a clear path of responsibility tracing or a clear responsibility undertaking subject, it is ultimately a matter of administering the country according to law, administering the party strictly, "putting power in a system cage," and preventing and controlling corruption in an institutionalized and regular manner. So as to strengthen the construction of a clean and honest party should have meaning. " The proposition of "two responsibilities" is the institutional commitment made by the Party to the country and the people on the basis of its system consciousness. Whether the party can accept it or not is directly related to the party's institutional credit. In this sense, the Party's high promotion and adherence to the system credit has become the guarantee of the implementation of "two responsibilities".
