干部潛性激勵(lì)機(jī)制的負(fù)面效應(yīng)及化解思路

【摘要】:正激勵(lì)可分為制度化激勵(lì)和非制度化激勵(lì)兩部分。正式的制度化激勵(lì)主要依靠規(guī)范的法制規(guī)則、行政規(guī)章和組織程序,進(jìn)而形成對(duì)組織個(gè)體行為的有效外部引導(dǎo)機(jī)制,其設(shè)計(jì)的基礎(chǔ)則為組織中所存在或發(fā)生的一般情形,而這就必然同時(shí)隱含一個(gè)弊端,即正式制度激勵(lì)的靈活性欠缺,其無(wú)法隨著外界環(huán)境的變化、情景的變遷適時(shí)
[Abstract]:Positive incentive can be divided into two parts: institutional incentive and non-institutional incentive. Formal institutionalized incentives mainly rely on normative legal rules, administrative regulations and organizational procedures, and then form an effective external guidance mechanism for the individual behavior of the organization. The basis of its design is the general situation that exists or occurs in the organization. But this inevitably implies a disadvantage at the same time, that is, the lack of flexibility of the formal system incentive, it can not change with the external environment, the change of the situation is timely
