【摘要】：監(jiān)督執(zhí)紀(jì)"四種形態(tài)"找到了全面從嚴(yán)管黨治黨的實(shí)現(xiàn)路徑和行動(dòng)方案。課題組調(diào)研發(fā)現(xiàn),"四種形態(tài)"落實(shí)中主要存在思想認(rèn)識(shí)上的"五個(gè)誤區(qū)",責(zé)任落實(shí)上的"五類(lèi)問(wèn)題",實(shí)踐操作上的"五不問(wèn)題",能力素質(zhì)上的"五個(gè)不足"。一些地方黨組織長(zhǎng)時(shí)間管黨不力、治黨不嚴(yán),新理念的消化吸收、融會(huì)貫通以及制度與行為的重新構(gòu)建需要一個(gè)過(guò)程,一些黨員干部缺乏敢抓敢管敢于碰硬的銳氣是監(jiān)督執(zhí)紀(jì)"四種形態(tài)"落實(shí)中產(chǎn)生問(wèn)題的重要原因。要真正落實(shí)好"四種形態(tài)",需堅(jiān)持把牽牢牛鼻、夯實(shí)責(zé)任作為總抓手,把細(xì)化要求、精準(zhǔn)執(zhí)紀(jì)作為總要求,把辨證施治、分類(lèi)實(shí)施作為總方法,把深化三轉(zhuǎn)、提升能力作為總保障。
[Abstract]:The "four forms" of supervision and discipline enforcement have found the realization path and action plan of managing the Party strictly in an all-round way. The research group found that there are "five misunderstandings" in the implementation of "four forms", "five kinds of problems" in the implementation of responsibility, "five no problems" in practical operation, and "five deficiencies" in ability and quality. It takes a process for some local party organizations to manage the party ineffectively for a long time, to administer the party loosely, to digest and absorb new ideas, to integrate knowledge, and to rebuild the system and behavior. Some Party members and cadres lack the courage to grasp the management and dare to touch hard, which is the important reason for the problems in the implementation of the "four forms" of supervision and discipline enforcement. In order to truly implement the "four forms," we must persist in holding the ox's nose firmly, tamping the responsibility as the general grasp, taking the refinement of the requirements, the precise discipline enforcement as the general requirement, the dialectical treatment, the classification implementation as the general method, and the deepening of the three turns. Enhance the ability as the overall guarantee.
