【摘要】：正深化干部人事制度改革,是造就高素質(zhì)執(zhí)政骨干隊伍,形成人才輩出、人盡其才生動局面的制度保證。干部人事無外乎"人"與"事"。長期以來,有的機關(guān)單位人多事少、人浮于事現(xiàn)象突出,干部資源嚴(yán)重浪費;有的地方政府事務(wù)繁重,但真正干事的人卻不多,導(dǎo)致工作疲于應(yīng)付、流于形式;有些干部把干部人事看作搞人際關(guān)系,政治生態(tài)被"關(guān)系學(xué)"嚴(yán)重侵蝕。究其原因,一方面在干部人事安排上,"人"與"事"脫節(jié),把人事
[Abstract]:Deepening the reform of the cadre and personnel system is the institutional guarantee for bringing up the cadre contingent of high quality ruling cadres, forming a situation of talented people in large numbers and giving full play to their talents. Cadres and personnel are nothing more than "people" and "things." For a long time, some departments and units have been overstaffed and overstaffed, leading to a serious waste of cadres' resources, while some local government affairs are heavy, but there are not many people who are really in charge of the work, which leads to a heavy workload and a mere formality. Some cadres regard cadres and personnel as interpersonal relations, and the political ecology is seriously eroded by "relationship learning." On the one hand, in the arrangement of cadres and personnel, the "people" and "things" are out of touch with each other, and the personnel has been put into a new position.
