【摘要】：非公企業(yè)是發(fā)展社會主義市場經(jīng)濟的重要力量。改革開放30多年來,非公經(jīng)濟發(fā)展取得了巨大成就,非公企業(yè)黨建工作也在不斷探索中前行。盡管非公企業(yè)在我國經(jīng)濟發(fā)展中占據(jù)重要地位,但非公企業(yè)黨建仍是黨建工作的新領(lǐng)域,基礎(chǔ)比較薄弱,還有很多探索空間。江蘇作為我國改革開放的先行地之一,非公有制經(jīng)濟發(fā)展較早,一些非公企業(yè)黨建工作中的新問題新難點,也會率先顯現(xiàn)。對江蘇非公企業(yè)黨建的研究探索,對全國范圍內(nèi)非公企業(yè)黨建工作的長遠(yuǎn)發(fā)展具有借鑒意義。當(dāng)前,從江蘇的實踐來看,非公企業(yè)黨組織作用發(fā)揮難,已經(jīng)成為制約非公企業(yè)黨建工作科學(xué)發(fā)展的最大掣肘,迫切需要采取有效措施,迅速加以解決。本文從黨和國家工作大局中把握非公企業(yè)及非公企業(yè)黨建工作的地位作用,關(guān)注江蘇省非公企業(yè)發(fā)展的趨勢和非公企業(yè)黨建工作的特點,陳述了改革開放以來江蘇省非公企業(yè)黨建的發(fā)展歷程,主要分為三個階段：一是從無到有階段,江蘇非公企業(yè)黨建伴隨著非公經(jīng)濟的逐步壯大,在實踐中破題、在探索中前進(jìn)、在理論上醞釀；二是由點及面階段,江蘇非公企業(yè)黨建在黨中央和中央領(lǐng)導(dǎo)各項決策指示的引領(lǐng)下,從蘇南鄉(xiāng)鎮(zhèn)基層一線向全省各地鋪開并不斷走向深入；三是作用增強階段,江蘇非公企業(yè)黨建逐漸從單純追求企業(yè)黨組織組建,向綜合考慮企業(yè)黨組織和黨員隊伍作用發(fā)揮轉(zhuǎn)變,非公企業(yè)黨建在促進(jìn)江蘇非公經(jīng)濟發(fā)展的有效途徑全面拓寬。在此基礎(chǔ)上,從組織覆蓋、隊伍建設(shè)、制度配套3個角度,分析了江蘇非公企業(yè)黨建工作的創(chuàng)新做法,提煉出江蘇非公企業(yè)黨建工作的4條基本經(jīng)驗,即注重推進(jìn)系統(tǒng)創(chuàng)新、注重凝聚黨建共識、注重引領(lǐng)先進(jìn)文化、注重發(fā)揮實質(zhì)作用。同時,列舉了江蘇紅豆集團“現(xiàn)代企業(yè)制度+黨的建設(shè)+社會責(zé)任”的內(nèi)部治理模式和昆山滬士集團黨委書記陳惠芬外企黨建“融和工作法”2個成功案例。結(jié)合相關(guān)統(tǒng)計數(shù)據(jù)和調(diào)查問卷,從思想認(rèn)識、支撐要素、工作基礎(chǔ)和政策落實4個角度,對江蘇非公企業(yè)黨組織作用發(fā)揮難點問題進(jìn)行了詳細(xì)分析。在問題分析和現(xiàn)有政策分析的基礎(chǔ)上,本文運用公共政策分析和政策設(shè)計的相關(guān)理論、方法,提出了以推進(jìn)服務(wù)型黨組織建設(shè)為統(tǒng)攬的總體思路,并從以下幾方面提出對策建議：以企業(yè)出資人為突破點強化隊伍建設(shè),以不同企業(yè)實際為出發(fā)點細(xì)化分類指導(dǎo),以企業(yè)生產(chǎn)經(jīng)營為立足點活化載體平臺,以基層黨建資源為支撐點深化統(tǒng)籌共建。除了紅豆集團和陳惠芬2個典型案例外,本文還有江蘇和全國的諸多案例貫穿文中,通過案例透視問題、佐證觀點。
[Abstract]:Non-public enterprises are an important force in developing the socialist market economy. Since the reform and opening up for more than 30 years, the development of non-public economy has made great achievements, and the party building of non-public enterprises is also in the process of continuous exploration. Although non-public enterprises occupy an important position in the economic development of our country, the party building of non-public enterprises is still a new field of the party building work, the foundation is relatively weak, and there is still a lot of exploration space. As one of the leading places in China's reform and opening up, the non-public economy developed earlier, and some new problems and difficulties in the party building work in some non-public enterprises will also take the lead. The research and exploration on the party construction of non-public enterprises in Jiangsu province is of great significance for the long term development of the party building work of non-public enterprises in the whole country. At present, from the practice of Jiangsu Province, it is difficult for non-public enterprises to play the role of party organization, which has become the biggest constraint to restrict the scientific development of non-public enterprises' party construction work. It is urgent to take effective measures to solve this problem. From the overall situation of party and state work, this paper grasps the position of non-public enterprises and non-public enterprises, and pays attention to the development trend of non-public enterprises in Jiangsu Province and the characteristics of non-public enterprises' party building work. This paper states the development course of the party construction of non-public enterprises in Jiangsu Province since the reform and opening up. It is mainly divided into three stages: first, the party building of non-public enterprises in Jiangsu Province is gradually expanding with the non-public economy, breaking problems in practice and advancing in exploration. In theory, it is brewing; second, the party building of non-public enterprises in Jiangsu Province, guided by the various decision-making instructions of the party Central Committee and the central leadership, has spread out from the grass-roots level of villages and towns in southern Jiangsu to various parts of the province from the point and surface stage; and third, the stage of strengthening the role of the party, The party building of non-public enterprises in Jiangsu has gradually changed from simply pursuing the formation of the party organizations of enterprises to taking into account the role of the party organizations of enterprises and the ranks of party members. The effective ways for the party building of non-public enterprises to promote the development of non-public economy in Jiangsu Province have been widened in an all-round way. On this basis, from three angles of organization coverage, team construction and system matching, this paper analyzes the innovative methods of the party construction work of Jiangsu non-public enterprises, and abstracts four basic experiences of the party building work of Jiangsu non-public enterprises, that is, pay attention to promoting systematic innovation. Pay attention to condense the consensus of party building, pay attention to leading advanced culture, pay attention to play a substantial role. At the same time, it enumerates the internal governance model of Jiangsu Hongdou Group's "Social responsibility for the Party's Construction of Modern Enterprise system" and the successful cases of Chen Huifen, secretary of the Party Committee of Kunshan Hushi Group, in the "Harmony work method" of the Party building in foreign enterprises. Based on the relevant statistical data and questionnaire, this paper makes a detailed analysis of the difficulties in the role of the party organizations of non-public enterprises in Jiangsu Province from the perspectives of ideological understanding, supporting elements, working basis and policy implementation. On the basis of problem analysis and existing policy analysis, this paper uses the relevant theories and methods of public policy analysis and policy design to put forward the overall idea of promoting the construction of service-oriented party organizations. And put forward the countermeasures and suggestions from the following aspects: to strengthen the construction of the team with the enterprise investors as the breakthrough point, to take different enterprises as the starting point to refine the classification guidance, to take the production and management of the enterprise as the platform for activating the carrier, To the grass-roots party building resources as the supporting point to deepen the overall development. In addition to the two typical cases of Red Bean Group and Chen Huifen, there are many cases in Jiangsu and the whole country throughout the text, through the case perspective, supporting the point of view.
