【摘要】：黨內(nèi)制度是規(guī)范黨組織生活和黨員行為的基本保障,加強制度建設(shè)是全面提升黨的建設(shè)科學(xué)化水平的重要突破口。當前,黨內(nèi)制度在創(chuàng)立過程中發(fā)揮民主不夠,制度條文不夠合理,黨員對制度的忠誠度和執(zhí)行力不夠,黨內(nèi)執(zhí)法不嚴,社會環(huán)境中消極因素的影響等,造成制度權(quán)威弱化,在某種程度上使得制度失靈。為避免制度淪為擺設(shè)或者由少數(shù)人任意解釋或發(fā)揮的工具,要建立良好的制度框架,營造良好的守紀氛圍,形成導(dǎo)向積極的制度預(yù)期和制度認同。加大執(zhí)紀力度,增強制度剛性。針對不同的制度類型和層次,加大監(jiān)督檢查力度,形成自我糾錯、自我約束的機制。
[Abstract]:The inner-party system is the basic guarantee of standardizing the life of the Party organization and the behavior of the Party members. Strengthening the system construction is an important breakthrough in promoting the scientific level of the Party building. At present, the inner-party system does not give full play to democracy in the course of its establishment, the provisions of the system are not reasonable enough, the Party members' loyalty and execution to the system are not enough, the law enforcement within the party is not strict, and the influence of negative factors in the social environment has resulted in the weakening of the authority of the system. To some extent make the system out of order. In order to avoid the institution degenerating into an instrument that is arranged or interpreted or played by a few people, it is necessary to establish a good institutional framework, create a good atmosphere of discipline, and form a positive expectation and recognition of the system. Strengthen discipline enforcement and institutional rigidity. According to different system types and levels, we should strengthen supervision and inspection to form a self-correcting and self-restraint mechanism.
