【摘要】：腐敗治理歷來(lái)是一個(gè)世界性難題,新中國(guó)成立以來(lái),黨和政府極為重視對(duì)有效反腐模式的探索。伴隨互聯(lián)網(wǎng)技術(shù)的普及,我國(guó)舊的反腐格局實(shí)現(xiàn)了新突破——網(wǎng)絡(luò)反腐誕生,作為我國(guó)腐敗治理模式的重要組成部分,并日益成為“互聯(lián)網(wǎng)+”時(shí)代背景下的一個(gè)反腐利器。網(wǎng)絡(luò)反腐這一政治現(xiàn)象,在中國(guó)自2003年誕生之日起,已有十余年發(fā)展歷程,屢屢掀起中國(guó)網(wǎng)絡(luò)民主參與的高潮,直擊我國(guó)腐敗治理、政治改革、網(wǎng)絡(luò)民主的中間地帶,極富中國(guó)特色與時(shí)代價(jià)值。黨的十八大以來(lái),我國(guó)反腐倡廉工作步入新常態(tài),以科學(xué)化構(gòu)建實(shí)現(xiàn)對(duì)網(wǎng)絡(luò)反腐的有效引導(dǎo),是當(dāng)前黨的反腐倡廉建設(shè)工作中的重要課題。文章的正文分為四個(gè)部分:第一部分討論了網(wǎng)絡(luò)反腐的理性審視。追溯了新中國(guó)成立以來(lái)的傳統(tǒng)反腐模式,在此基礎(chǔ)上引出了網(wǎng)絡(luò)反腐的產(chǎn)生動(dòng)因,并分析了網(wǎng)絡(luò)反腐的政治效能。第二部分介紹了網(wǎng)絡(luò)反腐的內(nèi)在機(jī)理與特征。對(duì)網(wǎng)絡(luò)反腐的定義、關(guān)鍵參與因素、發(fā)展階段與特征、正式與非正式實(shí)現(xiàn)路徑這些基本問(wèn)題做了界定與介紹。第三部分分析了當(dāng)代中國(guó)網(wǎng)絡(luò)反腐的發(fā)展現(xiàn)狀、困境及成因。基于職能轉(zhuǎn)變、參與文化、參與機(jī)制、技術(shù)平臺(tái)四個(gè)視角討論當(dāng)前中國(guó)網(wǎng)絡(luò)反腐發(fā)展中遇到的瓶頸。第四部分提出了中國(guó)網(wǎng)絡(luò)反腐科學(xué)化構(gòu)建的建議。基于對(duì)問(wèn)題的討論與中國(guó)社會(huì)發(fā)展實(shí)際情況,從政府進(jìn)路、文化涵育、制度建設(shè)、技術(shù)支撐四個(gè)層面提出中國(guó)網(wǎng)絡(luò)反腐未來(lái)發(fā)展的可能性科學(xué)化路徑。
[Abstract]:Corruption management has always been a worldwide problem. Since the founding of New China, the Party and government have attached great importance to the exploration of effective anti-corruption model. With the popularization of Internet technology, the old anti-corruption pattern of our country has realized a new breakthrough-network anti-corruption, as an important part of the corruption governance mode in our country, and has increasingly become an anti-corruption sharp weapon under the background of the "Internet" era. The political phenomenon of network anti-corruption has been developing for more than ten years since its birth in 2003. It has repeatedly set off the climax of China's network democracy participation, directly attacking the middle zone of corruption governance, political reform and network democracy in China. Extremely rich in Chinese characteristics and the value of the times. Since the 18th National Congress of the Communist Party of China, the work of fighting corruption and advocating honesty in our country has entered into a new normal. It is an important subject in the construction of the party's anti-corruption work to realize the effective guidance to the network anti-corruption by scientific construction. The text of the article is divided into four parts: the first part discusses the rational examination of network corruption. This paper traces the traditional anti-corruption mode since the founding of New China, and on this basis leads to the causes of network anti-corruption, and analyzes the political effectiveness of network anti-corruption. The second part introduces the internal mechanism and characteristics of network anti-corruption. The definition of network anti-corruption, key factors of participation, development stage and characteristics, formal and informal path of implementation are defined and introduced. The third part analyzes the current situation, predicament and causes of the development of network anti-corruption in contemporary China. Based on the four perspectives of function transformation, participation culture, participation mechanism and technology platform, the bottleneck encountered in the development of network anti-corruption in China is discussed. The fourth part puts forward the suggestions of scientific construction of network anti-corruption in China. Based on the discussion of the problems and the actual situation of China's social development, this paper puts forward the possibility and scientific path of the future development of China's network anti-corruption from four aspects: government approach, culture cultivation, system construction and technical support.
