【摘要】：現(xiàn)行的村官權(quán)力既源于自治體內(nèi)的群眾授權(quán),又源于行政體內(nèi)的政府授權(quán)。“誰授權(quán)誰監(jiān)督”邏輯表明,要解決村官權(quán)力失控導(dǎo)致的村官腐敗,就需要內(nèi)外力量共同作用。在行政控權(quán)動力不足的現(xiàn)實(shí)情況下,需要建立新的機(jī)制激發(fā)自治體內(nèi)部的制約力量。自治體作用發(fā)揮的內(nèi)動力的核心在于自治權(quán)利的發(fā)育,村務(wù)監(jiān)督制度的創(chuàng)新為自治權(quán)利的發(fā)育提供了必要的組織基礎(chǔ)。以監(jiān)督權(quán)為出發(fā)點(diǎn),促進(jìn)權(quán)利向權(quán)力的轉(zhuǎn)換,完善現(xiàn)有的村務(wù)監(jiān)督制度,建立監(jiān)委會監(jiān)督和選舉監(jiān)督、決策監(jiān)督、管理監(jiān)督“四權(quán)”同步機(jī)制是治理村官腐敗的有效路徑。
[Abstract]:The current power of village officials originates from the authorization of the masses and the government. The logic of "who authorizes who supervises" indicates that to solve the corruption of village officials caused by the runaway power of village officials, it is necessary for internal and external forces to work together. Under the situation that the power of administrative control is insufficient, it is necessary to establish a new mechanism to stimulate the internal restraint power of the autonomous body. The development of autonomous rights is the core of the internal power of autonomy. The innovation of village affairs supervision system provides the necessary organizational basis for the development of autonomous rights. Taking supervision power as the starting point, promoting the transformation from right to power, perfecting the existing supervision system of village affairs, establishing supervision of supervision committee and election, supervision of decision making and management supervision are the effective ways to deal with corruption of village officials.
