【摘要】：在土地革命戰(zhàn)爭期間,中共為爭取更多的民眾參與革命,提出以解決農(nóng)民土地問題為核心的思路,站在農(nóng)民的立場維護其利益;從占全國人口絕大多數(shù)的農(nóng)民中挖掘出潛藏的革命力量,促使階級力量的發(fā)展壯大從而支援民主革命。尤其是各個時期土地政策的變化對動員不同階級的力量進行革命產(chǎn)生了巨大的影響�？谷諔�(zhàn)爭時期,中國共產(chǎn)黨在紅軍東征取得勝利的大好形勢下,根據(jù)變化了的國際國內(nèi)形勢,尤其是中共在抗日民族統(tǒng)一戰(zhàn)線的政策指導(dǎo)下調(diào)整了階級斗爭的策略,華北局勢日益嚴重和山西地方實力派閻錫山態(tài)度積極變化的情況下;開始與閻錫山集團采取一種特殊形式合作。進而動員晉察冀民眾起來抗擊日本帝國主義的侵略。在民族矛盾上升為主要矛盾而階級矛盾逐漸顯現(xiàn)為次要矛盾的態(tài)勢下,晉察冀根據(jù)地開展減租減息、改革累進稅、減輕農(nóng)民合理負擔(dān)等多種經(jīng)濟動員策略和方法;特別是根據(jù)地政府組織民眾改進農(nóng)業(yè)和工業(yè)生產(chǎn)條件等活動,促進了生產(chǎn)事業(yè)的發(fā)展。根據(jù)地農(nóng)業(yè)生產(chǎn)力及其他必需品的工業(yè)生產(chǎn)得到很大提高;激發(fā)了民眾的熱情,引導(dǎo)民眾積極參與到社會改革和全民族抗戰(zhàn)中,并為堅持抗戰(zhàn)提供了穩(wěn)固的物質(zhì)基礎(chǔ)。中國共產(chǎn)黨在晉察冀抗日根據(jù)地的經(jīng)濟動員在全民族的抗戰(zhàn)史中具有代表性的地位。通過經(jīng)濟動員不但大力提升了根據(jù)地的經(jīng)濟建設(shè)水平,而且促使我國贏得了抗日戰(zhàn)爭的勝利;中國共產(chǎn)黨始終代表著最廣大人民的切身利益,通過深入而廣泛的經(jīng)濟動員,獲得根據(jù)地民眾的支持和認可。中國共產(chǎn)黨在晉察冀抗日根據(jù)地開展的經(jīng)濟動員富有成功的歷史經(jīng)驗,對于現(xiàn)階段我國在組織和發(fā)動民眾致力于實現(xiàn)中華民族偉大復(fù)興過程中具有重要的借鑒作用。
[Abstract]:During the Agrarian Revolutionary War, in order to win more people to participate in the revolution, the Communist Party of China put forward the idea of solving the peasant land problem as the core, standing in the position of the peasants to safeguard their interests. The hidden revolutionary forces are excavated from the peasants who make up the vast majority of the country's population, and promote the development and expansion of the class forces to support the democratic revolution. In particular, the changes in land policy in various periods have had a great impact on mobilizing the forces of different classes to carry out the revolution. During the Anti-Japanese War, the Communist Party of China adjusted its strategy of class struggle according to the changed international and domestic situation, especially under the guidance of the policy of the anti-Japanese national United front, under the excellent situation of victory in the Red Army's Eastern March. With the situation of North China becoming more and more serious and the attitude of Yan Xishan of Shanxi local power school changing positively, a special form of cooperation with Yan Xishan Group began to be adopted. And then mobilize the people of Shanxi and Chaji to stand up against the aggression of Japanese imperialism. In the situation that the national contradiction rises to the main contradiction and the class contradiction gradually appears as the secondary contradiction, Jin-Cha-Ji carries out a variety of economic mobilization strategies and methods according to rent and interest reduction, reform progressive tax, lighten the reasonable burden of farmers, and so on. In particular, the government in the base area organized people to improve agricultural and industrial production conditions and other activities, promoting the development of production. The industrial production of agricultural productivity and other necessities in the base areas has been greatly improved, which has aroused the enthusiasm of the people, guided the people to actively participate in the social reform and the whole nation's war of resistance, and provided a solid material basis for persisting in the war of resistance. The Communist Party of China (CPC) plays a representative role in the history of anti-Japanese war in Shanxi, Chaji and anti-Japanese base areas. Through economic mobilization, not only has the level of economic construction in the base areas been greatly improved, but also our country has won the victory in the War of Resistance against Japan; the CPC has always represented the vital interests of the overwhelming majority of the people and through in-depth and extensive economic mobilization, To gain the support and recognition of the people in the base area. The successful historical experience of the economic mobilization carried out by the Communist Party of China in the anti-Japanese base area of Shanxi, Cha-ji and Hebei has an important reference role in the process of organizing and arousing the people's efforts to realize the great rejuvenation of the Chinese nation at the present stage.
