基于Net的云南省紀(jì)委紀(jì)檢監(jiān)察信息系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:紀(jì)檢監(jiān)察管理信息系統(tǒng)是根據(jù)中央紀(jì)委監(jiān)察部制定的紀(jì)檢工作規(guī)范,采用科學(xué)的信息化手段,為各級(jí)紀(jì)檢機(jī)構(gòu)建立領(lǐng)導(dǎo)干部廉政檔案信息庫(kù)、信訪資料庫(kù)、案件審理庫(kù),自定義信訪和案件審理的流程,徹底解決目前紀(jì)檢監(jiān)察工作中存在的重復(fù)錄入,重復(fù)統(tǒng)計(jì),流轉(zhuǎn)緩慢和無法跟蹤等問題?梢园凑詹煌臉I(yè)務(wù)需求和網(wǎng)絡(luò)環(huán)境等劃分不同的版本,基本適應(yīng)不同部門和不同管理層次的需要。伴隨著互聯(lián)網(wǎng)的蓬勃發(fā)展,有必要將紀(jì)檢監(jiān)察工作與Internet融合到一起,通過動(dòng)態(tài)、及時(shí)監(jiān)督黨政干部是否存在違法違紀(jì)行為,保證干部從政工作陽(yáng)光透明,加強(qiáng)監(jiān)管?焖俨樵兏刹繌恼䴔n案和廉政檔案,便于紀(jì)檢機(jī)關(guān)快速開展工作,查處違紀(jì)行為等,支持紀(jì)檢工作高效、嚴(yán)肅、秘密開展。云南省紀(jì)委電子監(jiān)察系統(tǒng)的開發(fā)建立在云南省紀(jì)委用戶需求分析業(yè)務(wù)開展以后,利用UML工具對(duì)系統(tǒng)業(yè)務(wù)處理和流程進(jìn)行描述,對(duì)系統(tǒng)的總體架構(gòu)和數(shù)據(jù)架構(gòu)所進(jìn)行的概要設(shè)計(jì)和詳細(xì)設(shè)計(jì)。采用VisualStudio2010作為開發(fā)平臺(tái)框架,使用ASP.NET語言對(duì)系統(tǒng)功能模塊進(jìn)行編程實(shí)現(xiàn),對(duì)后臺(tái)數(shù)據(jù)庫(kù)的管理采用面向企業(yè)級(jí)應(yīng)用的大型SQL Server 2015予以實(shí)現(xiàn)。系統(tǒng)開發(fā)的面向?qū)ο笫窃颇鲜〖o(jì)委用戶,全面分析紀(jì)檢監(jiān)察工作用戶需求和全業(yè)務(wù)流程,開發(fā)面向黨政干部電子監(jiān)察的軟件系統(tǒng)。系統(tǒng)的研發(fā)可不斷對(duì)黨政干部監(jiān)察工作中的步驟和環(huán)節(jié)進(jìn)行完善,云南省紀(jì)委開展監(jiān)察工作更加高效、方便,建立起了獎(jiǎng)優(yōu)罰劣的監(jiān)督機(jī)制,有效推動(dòng)云南省干部廉政工作。系統(tǒng)主要功能包括建立廉政風(fēng)險(xiǎn)信息數(shù)據(jù)庫(kù),建立廉政風(fēng)險(xiǎn)防控工作方式,建立陽(yáng)光曬權(quán)監(jiān)督機(jī)制,建立風(fēng)險(xiǎn)提醒監(jiān)督體系,加強(qiáng)民主監(jiān)督制度建設(shè),開展工作進(jìn)展匯報(bào)和監(jiān)督工作,及時(shí)作出預(yù)警和應(yīng)對(duì)措施,追究責(zé)任人義務(wù),正確考核評(píng)估干部業(yè)績(jī),系統(tǒng)設(shè)置等,監(jiān)察系統(tǒng)主要支持黨政干部在線、實(shí)時(shí)監(jiān)督和管理,滿足了監(jiān)察及時(shí)性的需要,又同時(shí)具有預(yù)警,將職務(wù)犯罪控制在可以前期可控階段,對(duì)于紀(jì)檢工作的績(jī)效,建立了合理的考評(píng)體系和方法。系統(tǒng)圍繞云南省紀(jì)委紀(jì)檢實(shí)際工作開展,系統(tǒng)不僅包括了前臺(tái)應(yīng)用,也包括了后臺(tái)維護(hù)和擴(kuò)展。
[Abstract]:The discipline inspection and supervision management information system is based on the discipline inspection work standard formulated by the Central discipline Inspection Commission and Supervision Department, and adopts scientific information means to set up the leading cadres' clean and honest archives information database, petition database, case processing database for discipline inspection organizations at all levels. In order to solve the problems such as repeated input, repeated statistics, slow circulation and unable to track, etc., this paper defines the flow of letters and cases, and solves the problems of repeated entry, repeated statistics, slow circulation and unable to track. It can be divided into different versions according to different business requirements and network environment, which can meet the needs of different departments and different management levels. With the vigorous development of the Internet, it is necessary to combine the discipline inspection and supervision with Internet to supervise the party and government cadres whether there are violations of law and discipline, to ensure the transparency of the cadres' work in politics, and to strengthen the supervision. It is convenient for the discipline inspection organs to carry out their work quickly, to investigate and deal with violations of discipline, and to support the discipline inspection work to be carried out in an efficient, serious, and secret manner. The development of Yunnan discipline Inspection Commission electronic supervision system was established after the Yunnan discipline Inspection Commission user needs analysis service was carried out, and the UML tool was used to describe the system business processing and process. Outline and detailed design of the overall architecture and data architecture of the system. VisualStudio2010 is adopted as the development platform frame, the system function module is programmed with ASP.NET language, and the management of backstage database is realized by SQL Server 2015, which is oriented to enterprise application. The object oriented development of the system is the users of Yunnan discipline Inspection Commission. It comprehensively analyzes the needs of users and the whole business process of discipline inspection and supervision, and develops a software system for electronic supervision of party and government cadres. The research and development of the system can continuously perfect the steps and links in the supervision of party and government cadres, and the Yunnan discipline Inspection Commission is more efficient and convenient in carrying out the supervision work, and has established a supervisory mechanism of rewards, fine and inferiority, and effectively promoted the work of cadres and clean government in Yunnan Province. The main functions of the system include the establishment of a clean government risk information database, the establishment of a clean government risk prevention and control work method, the establishment of a supervision mechanism for the right to sunshine, the establishment of a risk warning and supervision system, and the strengthening of the construction of a democratic supervision system. To carry out work progress reporting and supervision, to make early warning and response measures in time, to investigate the obligations of those responsible, to correctly assess and evaluate cadres' achievements, to set up systems, etc., the supervisory system mainly supports party and government cadres' online, real-time supervision and management, etc. It meets the need of timely supervision and early warning, controls the duty crime in the early controllable stage, and establishes a reasonable evaluation system and method for the performance of discipline inspection. The system focuses on the actual work of discipline inspection of Yunnan discipline Inspection Commission. The system includes not only foreground application, but also backstage maintenance and extension.
