【摘要】：政黨外交是政黨活動的重要內容之一,是政黨的國內活動在外部的擴展和延續(xù)。政黨外交是國家整體外交的重要組成部分。特別是在世界多極化、經(jīng)濟全球化時期,對外交往對于國家和政黨發(fā)展都十分重要,積極開展政黨外交對于了解和適應世界新形勢,維持政黨自身革新和發(fā)展意義重大。中國共產黨是在俄國十月革命的影響下、在共產國際的幫助下成立的,成立伊始即與世界各地共產黨保持著密切的聯(lián)系。在中國,政黨外交的實踐先于理論的提出。在中國共產黨開展的政黨外交中,黨的幾代中央領導集體都發(fā)揮了重要的作用。鄧小平作為黨的第一代中央領導集體的重要成員、黨的第二代中央領導集體的核心,對發(fā)展中蘇政黨外交曾發(fā)揮過巨大的作用。本文聚焦于鄧小平的政黨外交研究,以1937年至1991年之間中共與蘇共的政黨外交為例,梳理中蘇關系歷史發(fā)展脈絡,闡明鄧小平在中蘇政黨外交中的歷史貢獻,進而總結鄧小平政黨外交的基本經(jīng)驗,結合當前國際國內環(huán)境,發(fā)掘其對當前及今后中國共產黨開展政黨外交的現(xiàn)實意義。文章結構如下:首先是緒論,內容為研究背景及意義、文獻綜述、研究難點及論文思路。第一章對政黨外交相關概念進行了闡釋,對政黨外交的概念、內容及功用進行界定,要通過與黨際關系、政府外交的比較方顯清楚。第二章以1937年9月23日國共第二次合作開始,中國共產黨取得了“合法”地位為起點,一直到1991年蘇聯(lián)解體,把這段時間分為三個階段來講述中蘇政黨外交關系的歷史演變。第三章論述在改革開放之前的一段時期內,中共與蘇共面臨的國內和國際環(huán)境,分析兩黨關系發(fā)展的不同特征,著重論述鄧小平在不同階段發(fā)揮的重要作用。第四章論述改革開放以后,中國的各項事業(yè)進入新的發(fā)展歷程,鄧小平也再次進入中央領導集體并成為其核心,在中國的政黨外交方面發(fā)揮著更加重要和積極的作用。第五章則對鄧小平在發(fā)展中蘇政黨外交的經(jīng)驗進行總結,并分析其經(jīng)驗價值及現(xiàn)實意義。
[Abstract]:Party diplomacy is one of the important contents of party activities and the extension and continuation of the domestic activities of political parties. Party diplomacy is an important part of national diplomacy. Especially in the period of world multipolarization and economic globalization, foreign exchanges are very important for the development of the country and political parties. It is of great significance to actively develop party diplomacy to understand and adapt to the new world situation and to maintain the reform and development of political parties themselves. The Communist Party of China was established under the influence of Russian October Revolution and with the help of Comintern. In China, the practice of party diplomacy was put forward before the theory. In the Communist Party of China's party diplomacy, several generations of central leadership have played an important role. Deng Xiaoping, as an important member of the first generation of the Party's central leadership and the core of the second generation of the Party's central leadership, once played a great role in the development of Sino-Soviet party diplomacy. This paper focuses on Deng Xiaoping's research on party diplomacy, taking the party diplomacy of the CPC and the Soviet Communist Party between 1937 and 1991 as an example, combing the historical development of Sino-Soviet relations, and expounding the historical contribution of Deng Xiaoping in the Sino-Soviet party diplomacy. Then summarize the basic experience of Deng Xiaoping's party diplomacy, combine with the current international and domestic environment, explore its realistic significance to the current and future Chinese Communist Party's party diplomacy. The structure of the article is as follows: first, the introduction, the content of the research background and significance, literature review, research difficulties and ideas. The first chapter explains the related concepts of political party diplomacy, defines the concept, content and function of party diplomacy, and makes a clear comparison between government diplomacy and inter-party relations. The second chapter begins with the second cooperation between the Communist Party of China and the Communist Party of China on September 23, 1937. The Communist Party of China obtained "legal" status as the starting point, until the disintegration of the Soviet Union in 1991. This period of time was divided into three stages to describe the historical evolution of the diplomatic relations between the Chinese and Soviet political parties. The third chapter discusses the domestic and international environment facing the CPC and the Soviet Communist Party in the period before the reform and opening up, analyzes the different characteristics of the development of the relationship between the two parties, and emphasizes on the important role played by Deng Xiaoping in different stages. The fourth chapter discusses that after the reform and opening up, China's various undertakings into a new development process, Deng Xiaoping again into the central leadership and become its core, in China's party diplomacy plays a more important and positive role. The fifth chapter summarizes Deng Xiaoping's experience in the development of Sino-Soviet party diplomacy, and analyzes its empirical value and practical significance.
