【摘要】：十八大以來,我國反腐敗力度日益加強(qiáng),大批省部級高官相繼落馬,在打“老虎”的同時不能忽視“蠅貪”之害,尤其我國基層村級形成區(qū)劃眾多,村級干部人數(shù)龐大,村官腐敗問題亦助長社會不正之風(fēng),更容易動搖黨執(zhí)政合法性基礎(chǔ),因此更應(yīng)該引起全社會的高度重視。本文主要以村官腐敗為研究對象,通過對理性選擇制度主義分析框架的運(yùn)用,分析了村官腐敗的行為過程,探究了村官腐敗的影響因素,并運(yùn)用該理論研究方法提出預(yù)防與治理村官腐敗的幾點(diǎn)合理性建議。對文章論述由四部分構(gòu)成:第一部分為引言,該部分對選題的研究背景、文獻(xiàn)研究綜述、理論研究意義以及采取的研究方法進(jìn)行簡單論述;第二部分對理論與基本概念進(jìn)行分析,包括文章理論視角——理性選擇制度主義、論文的研究問題——村官腐敗;第三部分在理性選擇制度主義分析框架下,對村官腐敗過程進(jìn)行了邏輯分析,主要對村官發(fā)生腐敗行為前的心理、成本-收益計(jì)算、村官發(fā)生腐敗行為時所做的行為選擇及村官腐敗行為發(fā)生的后果進(jìn)行了闡釋,同時論述了影響村官腐敗的因素,重點(diǎn)在于分析制度漏洞對腐敗行為發(fā)生的影響;第四部分是在以上述分析基礎(chǔ)上,結(jié)合理性選擇制度主義方法論,歸納總結(jié)出預(yù)防和治理村官腐敗的幾點(diǎn)意見和建議。
[Abstract]:Since the 18th CPC National Congress, China's anti-corruption efforts have been increasingly strengthened, and a large number of senior provincial and ministerial officials have been downgraded one after another. While fighting "tigers," the harm of "fly greed" cannot be ignored. In particular, the number of village-level cadres at the village level in our country is numerous and the number of village-level cadres is huge. The corruption of village officials also encourages the unhealthy trend of the society, and it is easier to shake the legitimacy of the ruling party, so it should be attached great importance to by the whole society. This article mainly takes the village official corruption as the research object, through the use of the rational choice institutionalism analysis frame, has analyzed the village official corruption behavior process, has probed into the village official corruption influence factor, Some reasonable suggestions of preventing and controlling village official corruption are put forward by using the theoretical research method. The article is composed of four parts: the first part is the introduction, this part briefly discusses the research background, literature review, theoretical research significance and research methods adopted; The second part analyzes the theory and basic concepts, including the theoretical perspective of the article-rational choice of institutionalism, the study of the problem of village officials corruption, the third part in the rational choice of institutionalism analysis framework, This paper makes a logical analysis of the corrupt process of the village officials, mainly explains the psychology, the calculation of the cost and benefit, the behavior choice made when the village officials do the corrupt behavior and the consequences of the corrupt behavior of the village officials. At the same time, it discusses the factors that affect the corruption of village officials, focusing on the analysis of the impact of institutional loopholes on the occurrence of corruption. The fourth part is based on the above analysis, combining with the rational choice of institutionalism methodology, Summed up the prevention and control of corruption village officials several comments and suggestions.
