【摘要】：縣級(jí)紀(jì)檢監(jiān)察機(jī)關(guān)黨風(fēng)廉政建設(shè)工作是通過(guò)對(duì)基層黨員干部的科學(xué)管理,促進(jìn)基層黨員干部隊(duì)伍忠誠(chéng)、干凈、擔(dān)當(dāng),是基層黨和政府公共管理的主要內(nèi)容,是建設(shè)服務(wù)型政府、廉潔型政府、學(xué)習(xí)型政府的根本保障。縣級(jí)紀(jì)檢監(jiān)察機(jī)關(guān)黨風(fēng)廉政建設(shè)工作通過(guò)維護(hù)基層黨員干部執(zhí)政秩序,提高基層黨員干部為民服務(wù)的能力,切實(shí)提升黨在人民群眾心目中形象,促進(jìn)全社會(huì)的和諧穩(wěn)定乃至長(zhǎng)遠(yuǎn)發(fā)展。黨的十八大召開(kāi)以來(lái),黨中央高度重視黨的建設(shè),特別是在加強(qiáng)黨風(fēng)廉政建設(shè)方面,提出了一系列新要求、新目標(biāo),尤其是黨的群眾路線教育實(shí)踐活動(dòng)的開(kāi)展、“三嚴(yán)三實(shí)”、反“四風(fēng)”、強(qiáng)化“四個(gè)意識(shí)”等的提出,對(duì)凈化黨內(nèi)執(zhí)政環(huán)境、提高黨的執(zhí)政能力、密切黨群干群關(guān)系、鞏固黨的執(zhí)政地位,特別是維護(hù)最廣大人民群眾的根本利益有著深遠(yuǎn)的意義。只有從基層入手,加強(qiáng)基層黨風(fēng)廉政建設(shè),才能夯實(shí)黨的建設(shè)基石,使反腐倡廉工作更好地服務(wù)于政治、經(jīng)濟(jì)、文化、社會(huì)、生態(tài)文明建設(shè)和黨的建設(shè)。因此,研究縣級(jí)紀(jì)檢監(jiān)察機(jī)關(guān)加強(qiáng)基層黨風(fēng)廉政建設(shè)的問(wèn)題就顯得極為重要。本文通過(guò)梳理國(guó)內(nèi)外廉政建設(shè)發(fā)展的軌跡和黨風(fēng)廉政建設(shè)經(jīng)驗(yàn),結(jié)合G縣黨風(fēng)廉政建設(shè)實(shí)踐,對(duì)現(xiàn)階段縣級(jí)紀(jì)檢監(jiān)察機(jī)關(guān)在黨風(fēng)廉政建設(shè)和反腐敗工作中存在的事后反腐、高壓?jiǎn)栘?zé)下干部不作為、“四風(fēng)”問(wèn)題極易反彈等進(jìn)行剖析,分析其中存在的腐敗亞文化盛行、干部管理體制機(jī)制缺陷、權(quán)力運(yùn)行和制約機(jī)制以及廉政建設(shè)考核體系不健全等原因,從廉政文化建設(shè)、廉政制度建設(shè)和加大打擊力度等方面加強(qiáng)政策設(shè)計(jì)和完善,特別是提出了塑造領(lǐng)導(dǎo)干部“政治定力”、改革廉政監(jiān)察體制、建立容錯(cuò)糾錯(cuò)機(jī)制、構(gòu)建廉政建設(shè)網(wǎng)絡(luò)等創(chuàng)新性舉措,協(xié)調(diào)“約束”和“激勵(lì)”,科學(xué)把握“嚴(yán)管”“放活”的內(nèi)在聯(lián)系,構(gòu)建基層黨員干部廉潔用權(quán)的合理空間,使廉政建設(shè)真正成為提高基層政府執(zhí)政效率的有效保障,為改進(jìn)縣級(jí)紀(jì)檢監(jiān)察機(jī)關(guān)黨風(fēng)廉政建設(shè)工作提出有益參考。
[Abstract]:The work of building a clean and honest party style in the discipline inspection and supervision organs at the county level is to promote the loyalty, cleanliness and responsibility of the ranks of party members and cadres at the grass-roots level through scientific management of the party members and cadres at the grass-roots level. Clean government, the fundamental guarantee of learning government. The work of building a clean and honest party style in the discipline inspection and supervision organs at the county level through maintaining the ruling order of party members and cadres at the grassroots level, improving the ability of party members and cadres at the grass-roots level to serve the people, and improving the Party's image in the eyes of the people, Promote the harmony and stability of the whole society and even the long-term development. Since the 18th National Congress of the Party, the CPC Central Committee has attached great importance to party building, especially in strengthening the building of a clean and honest party, and has put forward a series of new requirements, new goals, especially the development of the party's mass line education practice activities, "three strict and three solid." The proposal of opposing the "four winds" and strengthening the "four consciousness" can purify the ruling environment within the Party, improve the ruling ability of the Party, close the relationship between the cadres and the masses of the Party and the masses, and consolidate the ruling position of the Party. In particular, safeguarding the fundamental interests of the overwhelming majority of the people has far-reaching significance. Only by strengthening the building of a clean and honest party at the grass-roots level can we consolidate the foundation stone of party building and make the work of combating corruption and advocating honesty better serve the political, economic, cultural, social, ecological civilization construction and the party building. Therefore, it is very important to study the problem of strengthening the construction of party style and clean government at the county level. By combing the track of the development of clean government construction at home and abroad and the experience of building a clean and honest party style, combined with the practice of building a clean and honest party style in G County, this paper analyzes the post corruption existing in the party style construction and anti-corruption work of the county discipline inspection and supervision organs at the present stage. Under the high pressure of accountability, cadres do not act, the "four winds" problem is easily rebounded, and so on, and the existence of corruption subculture is prevalent, and the system and mechanism of cadre management are defective. For reasons such as the operation and restriction mechanism of power and the imperfect examination system for building a clean government, we should strengthen the policy design and perfection from the aspects of building a clean government culture, building a clean government system, and stepping up efforts to crack down. In particular, innovative measures such as shaping leading cadres'"political determination", reforming the supervision system of a clean government, establishing a fault-tolerant and error-correcting mechanism, constructing a clean government construction network, and coordinating "restraint" and "encouragement" are put forward. To scientifically grasp the internal relationship of "strict control" and "liberalize", to construct a reasonable space for the party members and cadres at the grass-roots level to use their clean power, and to make the building of a clean and honest government truly become an effective guarantee for improving the ruling efficiency of grass-roots governments. In order to improve the county discipline inspection and supervision organs party style and clean government construction work put forward the beneficial reference.
