【摘要】：城市基層黨建區(qū)域化,是創(chuàng)新基層黨建工作的重要趨向。新時代深入推進城市基層黨建區(qū)域化,必須高屋建瓴地科學(xué)設(shè)定體制改革目標(biāo)。立足國家-社會轉(zhuǎn)型復(fù)合化與政黨整合困境復(fù)合化的現(xiàn)實環(huán)境,把脈城市基層黨建區(qū)域化實踐的復(fù)合取向,提出以"一體五聯(lián)"為內(nèi)涵特征的"復(fù)合式黨建"體制構(gòu)建目標(biāo),即"現(xiàn)實空間與虛擬空間聯(lián)通、政治功能與社會功能聯(lián)體、政黨體系與黨外體系聯(lián)接、垂直領(lǐng)導(dǎo)與民主嵌入聯(lián)結(jié)、科層機制與社會機制聯(lián)動,構(gòu)建黨領(lǐng)導(dǎo)的復(fù)合共同體"。這為新時代深化城市基層黨建體制改革提供了一種新思路,有助于全面提高黨的建設(shè)科學(xué)化水平、積極推進國家治理現(xiàn)代化和著力構(gòu)建社會主義和諧社會。
[Abstract]:The regionalization of urban grass-roots Party building is an important trend of innovating grass-roots party building work.In order to push forward the regionalization of urban grass-roots party building in the new era, we must set the system reform target scientifically and from a strategic point of view.Based on the realistic environment of the combination of the state-society transformation and the political party integration dilemma, this paper puts forward the goal of the construction of the "compound party building" system, which is characterized by the connotation of "one body and five combinations", and puts forward the compound orientation of the practice of regionalization of the grass-roots party building in the city.That is, "the connection of realistic space and virtual space, the connection of political function and social function, the connection between political party system and non-party system, the connection between vertical leadership and democratic embedding, the linkage between branch mechanism and social mechanism, and the construction of the compound community led by the party".This provides a new way of thinking for deepening the reform of the party building system at the grass-roots level in the city in the new era, which is helpful to comprehensively improve the scientific level of the party building, to actively promote the modernization of national governance and to build a socialist harmonious society.
