【摘要】：黨的十八大以來,以習(xí)總書記為核心的黨中央領(lǐng)導(dǎo)集體在科學(xué)把握目前反腐形勢以及腐敗新特征的基礎(chǔ)上,針對反腐高壓態(tài)勢下越演越烈的“為官不為”現(xiàn)象提出了一系列新思想、新論斷,逐步形成了習(xí)近平關(guān)于“為官不為”型腐敗治理的新思想。習(xí)近平關(guān)于“為官不為”型腐敗治理思想是應(yīng)對全球形勢變化考驗(yàn)、國內(nèi)新任務(wù)挑戰(zhàn)和反腐新形勢的必然要求,是在繼承與發(fā)展馬克思、恩格斯、列寧、中共歷屆領(lǐng)導(dǎo)集體關(guān)于“為官不為”型腐敗治理思想以及中國傳統(tǒng)文化中勤政思想的基礎(chǔ)上,結(jié)合中國新形勢下的腐敗新形態(tài)治理而不斷完善發(fā)展的治理思想,經(jīng)歷了從萌芽到形成并逐漸成熟的發(fā)展歷程。習(xí)近平關(guān)于“為官不為”型腐敗治理思想是一個結(jié)構(gòu)完整、內(nèi)容豐富的治理思想,該思想對治理對象進(jìn)行了科學(xué)的劃分;提出了“三步走”的治理原則:第一,搞清楚“為官不為”的亂象本質(zhì),明確“為官不為”的真正本質(zhì)是“四風(fēng)”問題的變相反應(yīng);第二,找出“為官不為”的癥結(jié)原因,弄清自身素質(zhì)、政治生態(tài)、社會環(huán)境與“為官不為”之間的密切關(guān)系;第三,盡快扭轉(zhuǎn)“為官不為”的局面,做到“不等不拖”和“辨證施策”;形成了 “一體兩翼”的治理格局:“搞好正面引導(dǎo)”就是要以思想信念治理為“體”,形成勇于擔(dān)當(dāng)?shù)男拍顦?biāo)準(zhǔn);“加強(qiáng)責(zé)任追究”就是要發(fā)揮好監(jiān)督和問責(zé)“兩翼”,以黨的紀(jì)律為尺子,強(qiáng)化黨內(nèi)監(jiān)督之“翼”,以制度問責(zé)為手段,規(guī)范督查問責(zé)之“翼”。習(xí)近平關(guān)于“為官不為”型腐敗治理思想是以習(xí)總書記為核心的黨中央領(lǐng)導(dǎo)集體對“為官不為”新形勢精準(zhǔn)判斷,運(yùn)用馬克思主義哲學(xué)思維所提出來的一系列新思想,在治理標(biāo)準(zhǔn)、治理內(nèi)容與治理措施等方面具有鮮明的特點(diǎn),對中國的發(fā)展具有理論與實(shí)踐的雙重指導(dǎo)意義。
