【摘要】：“務(wù)農(nóng)重本、國之大綱”,中國歷史上歷代執(zhí)政者一直高度重視農(nóng)業(yè)的發(fā)展。改革開放后,在黨中央的正確領(lǐng)導(dǎo)下,農(nóng)村發(fā)生了翻天覆地的變化,經(jīng)濟穩(wěn)步發(fā)展、社會不斷進步。特別是新世紀以來,黨中央高度重視“三農(nóng)”問題,在政策和資金上予以傾斜,農(nóng)村的發(fā)展日新月異�？墒�,城鄉(xiāng)發(fā)展不平衡、基礎(chǔ)設(shè)施落后,精神生活匱乏等問題依舊存在,廣大農(nóng)村青壯年對黨組織的認同感降低,黨員干部和群眾的權(quán)利意識不斷覺醒等新情況不斷出現(xiàn)。這些新舊情況的存在,對我們黨的建設(shè)提出了更高的要求,能否適應(yīng)新形勢,做好新常態(tài)下的農(nóng)村基層黨建工作是一項巨大的挑戰(zhàn)。因此,對當下農(nóng)村基層黨組織建設(shè)中涌現(xiàn)的新情況、新問題,很有必要予以認真研究和分析,進而提出合理化對策。作者大學(xué)畢業(yè)來到了鄉(xiāng)鎮(zhèn)人民政府工作,后來調(diào)入縣委組織部,對農(nóng)村有一定的了解,也深刻感受到了農(nóng)村基層黨建工作中存在的問題亟待解決。結(jié)合自身的工作實際,以湖南省湘潭縣為視角,對新世紀以來湘潭縣基層黨組織建設(shè)進行了調(diào)查研究。通過總結(jié)經(jīng)驗和成績,分析問題及原因,提出對策和意見,希望為黨委組織部門和負責農(nóng)村工作有關(guān)部門做決策、找數(shù)據(jù)提供參考、略盡綿薄之力。文章緒論介紹了選題的緣由和目的、當前研究狀況、文章的亮點與難點以及文章的結(jié)構(gòu)。第二章簡要的概述了新世紀以來全國農(nóng)村基層黨組織建設(shè)的歷程和重要節(jié)點,從以下四個方面總結(jié)了主要經(jīng)驗及做法,一是充分尊重農(nóng)村基層黨組織和廣大黨員干部群眾的創(chuàng)造精神;二是中央的“頂層設(shè)計”和“頂層推動”功不可沒;三是堅持黨內(nèi)民主不動搖;四是開展反腐敗斗爭,在狠“打老虎”的同時重視在農(nóng)村基層“拍蒼蠅”。并指出當前農(nóng)村基層黨組織建設(shè)中仍存在不少問題。在介紹全國農(nóng)村基層黨組織建設(shè)的大背景下,第三章作者詳細介紹了新世紀以來湘潭縣的自然環(huán)境、地理位置和人文歷史,從體制機制建設(shè)、班子隊伍建設(shè)、軟硬件設(shè)施建設(shè)等方面總結(jié)了黨建工作取得的成績。第四章從黨員隊伍建設(shè)、干部隊伍建設(shè)以及比較突出的幾個問題三個方面分析了農(nóng)村基層黨組織建設(shè)中存在的問題及原因,主要體現(xiàn)在:黨員干部隊伍結(jié)構(gòu)不合理、黨性意識薄弱、工作能力不強、作風(fēng)問題嚴峻,工作機制不健全等方面。第五章作者從加強思想、隊伍、組織和作風(fēng)建設(shè)等方面提出了意見與建議。結(jié)語強調(diào)了作者本人認為最需重視的四個問題。一是正確認識黨的領(lǐng)導(dǎo)問題;二是農(nóng)村基層黨員權(quán)利的落實問題;三是解決村干部的經(jīng)濟待遇和政治發(fā)展的問題;四是重視普通黨員干部隊伍作風(fēng)問題。
[Abstract]:Since the reform and opening up, under the correct leadership of the Party Central Committee, the rural areas have undergone earth-shaking changes and steady economic development. In particular, since the new century, the CPC Central Committee has attached great importance to the issue of "agriculture, rural areas and farmers", slanted its policies and funds, and made rapid changes in rural development. However, the development of urban and rural areas has been uneven and infrastructure is lagging behind. Problems such as lack of spiritual life still exist, the broad rural youth's sense of identity with the Party organization decreases, the awareness of party members and cadres and the masses of the people are constantly awakened, and so on. These new and old situations exist. We have put forward higher requirements for our party building, whether we can adapt to the new situation and do a good job in the rural grass-roots party building under the new normal is a great challenge. It is very necessary to study and analyze it carefully, and then to put forward reasonable countermeasures. The author graduated from university and came to work in the township people's government, and later transferred to the organization department of the county party committee to have a certain understanding of the countryside. It also deeply felt that the problems existing in the party building work at the grass-roots level in rural areas should be solved urgently. Combining with its own work reality, taking Xiangtan County in Hunan Province as a visual angle, This paper investigates and studies the construction of grass-roots party organizations in Xiangtan County since the new century. Through summing up experience and achievements, analyzing problems and causes, and putting forward countermeasures and opinions, the author hopes to make decisions for the organizational departments of the Party committees and the departments concerned in charge of rural work. Look for the data to provide reference and do a little bit of work. The introduction of the article introduces the reason and purpose of the topic, the current research situation, The second chapter gives a brief overview of the course and important nodes of the rural grass-roots party organization construction in the new century, and summarizes the main experiences and practices from the following four aspects. The first is to fully respect the creative spirit of the rural grass-roots party organizations and the broad masses of party members, cadres and masses; the second is the central government's "top-level design" and "top-level push"; the third is to uphold inner-party democracy; and the fourth is to launch the anti-corruption struggle. It is pointed out that there are still many problems in the construction of the rural grass-roots party organization at present. Under the background of introducing the construction of the rural grass-roots party organization in the whole country, In chapter three, the author introduces in detail the natural environment, geographical location and human history of Xiangtan County since the new century. The fourth chapter analyzes the problems and reasons in the construction of rural grass-roots party organizations from three aspects: the construction of party members, the construction of cadres' ranks and some outstanding problems. This is mainly reflected in the following aspects: the structure of the ranks of party members and cadres is unreasonable, the party spirit is weak, the ability to work is not strong, the problems of work style are serious, the working mechanism is not perfect, and so on. The conclusion emphasizes the four problems that the author thinks should be paid most attention to, one is the correct understanding of the Party's leadership, the other is the implementation of the rights of the rural grassroots party members. Third, to solve the economic treatment and political development of village cadres; fourth, to attach importance to the work style of the ranks of ordinary party members and cadres.
