【摘要】：村官雖不是真正意義上的官，但卻是貫徹落實(shí)黨和國(guó)家在基層的政策方針，帶領(lǐng)廣大農(nóng)民朋友建設(shè)社會(huì)主義新農(nóng)村的領(lǐng)頭人和骨干力量，更是實(shí)現(xiàn)黨和政府與基層老百姓溝通和聯(lián)系的橋梁，其重要性不言而喻。近年來(lái)，在全國(guó)范圍內(nèi)查處和曝光的村官腐敗案例令人震驚。小村官卻制造出貪污大案，造成惡劣的社會(huì)影響，令人不禁為黨和政府的未來(lái)感到揪心和擔(dān)憂。 “千里之堤，毀于蟻穴”，村官腐敗問(wèn)題的治理是一個(gè)亟待解決的問(wèn)題。筆者在X縣工作了四年多，歷經(jīng)鄉(xiāng)鎮(zhèn)政府、縣級(jí)部門(mén)，有助于對(duì)村官腐敗案件相關(guān)案例和數(shù)據(jù)的收集。筆者通過(guò)調(diào)研，對(duì)X縣480個(gè)村（社區(qū)）近2921名村干部的基本情況進(jìn)行了調(diào)查，并收集了X縣2004年至2013年村官腐敗的數(shù)據(jù)和案例，掌握了真實(shí)可靠的第一手資料。通過(guò)對(duì)X縣近10年來(lái)村官腐敗的數(shù)據(jù)和典型案例進(jìn)行分析研究，總結(jié)出X縣村官腐敗主要有貪污公款型、巧取豪奪型、生活作風(fēng)問(wèn)題型、借家族勢(shì)力擾政型等四種類型，并分析出X縣村官腐敗案具備經(jīng)濟(jì)類案件占主導(dǎo)地位、集體腐敗案呈上升趨勢(shì)、“一把手”腐敗案較突出、作案手段隱秘、犯案時(shí)間長(zhǎng)、作案手段多樣化等明顯特征，，通過(guò)對(duì)X縣村官腐敗案件狀況進(jìn)行研究分析，找出引發(fā)村官腐敗的原因主要有腐朽思想文化的消極影響、村官素質(zhì)不高、村級(jí)組織不健全，監(jiān)督體系不完善等，最后從提高村官素質(zhì)、加大查處力度、健全組織機(jī)構(gòu)建設(shè)、完善監(jiān)督體系等方面入手，提出治理X縣村官腐敗問(wèn)題的對(duì)策和建議。
[Abstract]:The village is not the true sense of the officer, but it is the implementation of the party and the country in the basic policy, led the majority of farmers and friends of building a new socialist countryside leader and backbone, is the bridge to achieve the party and the government and grassroots people communication and contact, its importance is self-evident. In recent years, and in the country the range and exposure of the village corruption cases shocking. The small village was made out of corruption cases, the adverse social impact, and it can not help but feel worried about the future of the party and the government.
"Little sinks the ship." governance, the village official corruption is a serious problem. I work in X County for more than four years, after the township government, county departments, contribute to corruption cases related cases and data collection. Through investigation of 480 villages of X county. (community) the basic situation of nearly 2921 village cadres were investigated and collected in X county from 2004 to 2013 of the village official corruption cases and data, master the real and reliable first-hand information. Based on the X County in the past 10 years the village official corruption data and typical case analysis research, summed up the county X village the main type of corruption embezzlement, extortion, life style issues, by family influence political disturbance type and other four types, and analysis of X County village official corruption case with economic crimes dominated collective corruption cases on the rise, "a hand" corruption is relatively high A crime means hidden crime, crime means a long time, obvious characteristics of diversification, through research and analysis of X County corruption cases, find out the cause of village corruption includes negative influence of decadent ideology and culture, village quality is not high, the village level organization is not perfect, the supervision system is not perfect, and finally improve from the village the quality, increase efforts to investigate and perfect the organization construction, improve the supervision system and other aspects, put forward the problem of corruption governance X County village countermeasures and suggestions.
