【摘要】：近代中國的時(shí)代主旋律經(jīng)歷了從獨(dú)立、富強(qiáng)到民主的歷史變奏,由此決定了中共核心使命從革命、建設(shè)到改革的歷史巨變。中國社會(huì)變革與中共黨員權(quán)利保障也從"異音"過渡為"和聲"。在革命年代,獨(dú)立的使命、革命的環(huán)境迫使黨員遵守嚴(yán)格的紀(jì)律,忽略權(quán)利建設(shè),社會(huì)變革的目標(biāo)與黨員權(quán)利保障內(nèi)容相悖離,形成歷史的"異音";在社會(huì)主義建設(shè)時(shí)期,工業(yè)化優(yōu)先的"趕超戰(zhàn)略"要求全黨乃至全社會(huì)為之作犧牲,革命黨向執(zhí)政黨轉(zhuǎn)換的步履遲緩,黨員權(quán)利保障重形式,輕內(nèi)容,社會(huì)變遷的目標(biāo)與黨員權(quán)利保障內(nèi)容有落差;在改革開放時(shí)期,中共依法治國與社會(huì)民主化的核心使命,要求黨員權(quán)利保障重形式,更重內(nèi)容,社會(huì)發(fā)展目標(biāo)與黨員權(quán)利保障唱響了時(shí)代"和聲"。深入具體的歷史情境,細(xì)致探討中共黨員權(quán)利保障的特定歷史內(nèi)涵及其與社會(huì)變遷之間的歷史關(guān)聯(lián),總結(jié)經(jīng)驗(yàn)與教訓(xùn),對(duì)于保障黨員民主權(quán)利,促進(jìn)依法治國有重要的理論和現(xiàn)實(shí)意義。
[Abstract]:The main theme of modern China has experienced a historical variation from independence, prosperity and power to democracy, which determines the core mission of the CPC from revolution. The history of construction to reform has changed dramatically. China's social transformation and the protection of the rights of CPC members have also shifted from "different sounds" to "harmony." in the revolutionary era, the independent mission and revolutionary environment forced party members to abide by strict discipline and neglect the construction of rights. The goal of social transformation is contrary to the content of guaranteeing party members' rights, forming a historical "different tone". In the period of socialist construction, the "strategy of catching up and surpassing", which is the priority of industrialization, requires the whole party and society to sacrifice for it. In the period of reform and opening up, the CPC's core mission of ruling the country according to law and social democratization is that the revolutionary party is slow in its transition to the ruling party, that the party members' rights guarantee is based on form and content, and that the goal of social change is different from the content of party members' rights protection. Demanding that party members' rights should be guaranteed in form and content, the goal of social development and the protection of party members' rights have become a "harmony" of the times. It is of great theoretical and practical significance to discuss in detail the specific historical connotation of the protection of party members' rights and the historical relationship between the protection of party members' rights and social changes, and to sum up experience and lessons for safeguarding the democratic rights of party members and promoting the rule of law.
