江澤民的干部權(quán)力觀教育思想研究

【摘要】:江澤民的干部權(quán)力觀教育思想,形成于深化改革開(kāi)放和發(fā)展社會(huì)主義市場(chǎng)經(jīng)濟(jì)的中國(guó)特色社會(huì)主義現(xiàn)代化建設(shè)中。它以馬克思主義權(quán)力學(xué)說(shuō)為理論依據(jù),立足于中國(guó)共產(chǎn)黨長(zhǎng)期執(zhí)政的實(shí)踐基礎(chǔ)上,批判繼承了中華民族傳統(tǒng)的官德文化精華,總結(jié)了世界上一些執(zhí)政黨政權(quán)淪喪的慘痛教訓(xùn),是以江澤民為核心的中共中央領(lǐng)導(dǎo)集體帶領(lǐng)全國(guó)人民探索如何鞏固黨的長(zhǎng)期執(zhí)政地位問(wèn)題的成果。干部權(quán)力觀教育,既是干部權(quán)力觀生成的內(nèi)在規(guī)定,又是黨鞏固長(zhǎng)期執(zhí)政地位的需要,也是黨應(yīng)對(duì)長(zhǎng)期執(zhí)政環(huán)境變化的要求,還是加強(qiáng)黨的干部隊(duì)伍建設(shè)的呼喚。干部權(quán)力觀教育的內(nèi)容,以馬克思主義關(guān)于人民委托授權(quán)關(guān)系為主線,包括權(quán)力實(shí)質(zhì)觀教育,權(quán)力責(zé)任觀教育,權(quán)力價(jià)值觀教育,權(quán)力道德觀教育。干部權(quán)力觀教育的途徑,主要是確立馬克思主義的干部權(quán)力觀教育知識(shí)體系,通過(guò)制度化編碼建立干部權(quán)力觀教育規(guī)范,加強(qiáng)干部權(quán)力觀教育中的個(gè)體省察和養(yǎng)成,營(yíng)造良好的干部權(quán)力觀教育氛圍和環(huán)境。干部權(quán)力觀教育的目的,就是教育引導(dǎo)干部牢固樹(shù)立正確的權(quán)力觀,始終保持黨同人民群眾的血肉聯(lián)系,正確對(duì)待和行使手中的權(quán)力,懂得人民群眾是國(guó)家權(quán)力的主體,必須代表人民掌好權(quán)、用好權(quán),決不能把權(quán)力和職位當(dāng)作謀取私人利益的工具。江澤民干部權(quán)力觀教育思想具有鮮明的創(chuàng)新性、人民性等特色,注重權(quán)力觀教育同制度規(guī)范權(quán)力、法律制約權(quán)力相結(jié)合,強(qiáng)調(diào)權(quán)力觀教育統(tǒng)一于干部全面教育之中。它豐富了馬克思主義政黨建設(shè)理論,是加強(qiáng)新時(shí)期黨的干部隊(duì)伍建設(shè)的思想資源,提升現(xiàn)階段反腐倡廉科學(xué)化水平建設(shè)的驅(qū)動(dòng)劑,而且拓展了思想政治教育體系和內(nèi)容。
[Abstract]:Jiang Zemin's educational thought on cadre power was formed in the socialist modernization construction with Chinese characteristics in deepening the reform and opening up and developing the socialist market economy. It is based on the Marxist theory of power. Based on the practice of the Communist Party of China in ruling for a long time, it critically inherits the essence of the traditional official morality of the Chinese nation and sums up the bitter lessons of the fall of some ruling parties in the world. It is the result of the leadership collective of the CPC Central Committee with Jiang Zemin as the core, leading the whole country to explore how to consolidate the long-term ruling position of the party. The education of cadres' view of power is not only the inherent regulation of the formation of the concept of cadres' power, It is also the need of the Party to consolidate its long-term ruling position, the requirement of the Party to deal with the changes in the long-term ruling environment, or the call to strengthen the construction of the Party's cadre contingent. The main line of Marxism is about the relationship between people's entrustment and authorization, including the education of power essence view, power responsibility view, power value education, power morality education, cadre power view education. It is mainly to establish the education knowledge system of Marxist cadres' view of power, to establish the standard of education of cadres' view of power through institutionalized coding, and to strengthen the individual inspection and cultivation in the education of cadres' view of power. The purpose of the education of cadres' view of power is to guide cadres to firmly establish a correct view of power, to always maintain the party's flesh and blood ties with the masses of the people, and to correctly treat and exercise their power. Understand that the masses of the people are the main body of state power, must be in charge of power on behalf of the people and use it well, and must not regard power and positions as tools for seeking private interests. With the characteristics of people, we should pay attention to the combination of power view education with system norm power and law restriction power, and emphasize that power view education is unified in cadres' comprehensive education. It enriches the theory of Marxist political party construction. It is the driving agent to strengthen the construction of the Party's cadre team in the new period, to promote the construction of the scientific level of fighting corruption and advocating clean government at the present stage, and to expand the ideological and political education system and content.
