【摘要】：民主集中制在中國共產(chǎn)黨的歷史實(shí)踐中,是組織原則、運(yùn)行機(jī)制與制度構(gòu)成的總稱。民主集中制在政黨組織權(quán)力和國家權(quán)力關(guān)系中,因不同的問題導(dǎo)向和價(jià)值取向,形成了三種不同應(yīng)用類型。民主集中制除了作為中國共產(chǎn)黨的根本政治原則以及中國國家機(jī)構(gòu)組織形式和活動(dòng)方式的基本原則外,在實(shí)際政治生活中日益表現(xiàn)為一種議事與決策制度,其直接后果是推動(dòng)了民主集中制從制度文本向?qū)嵺`機(jī)制的轉(zhuǎn)型。將責(zé)任制引入到民主集中制中,形成民主集中負(fù)責(zé)制的理論與制度,是執(zhí)政黨領(lǐng)導(dǎo)社會(huì)主義現(xiàn)代化建設(shè)的根本保障。實(shí)行民主集中負(fù)責(zé)制具備理論與現(xiàn)實(shí)可行性,需要從頂層設(shè)計(jì)視角將民主集中負(fù)責(zé)制上升為執(zhí)政黨與國家的基本政治制度形態(tài)、將組織與決策主體以及權(quán)力運(yùn)行過程納入到民主集中負(fù)責(zé)制的責(zé)任追究制度框架、將民主集中負(fù)責(zé)制的責(zé)任形態(tài)納入到法治的基本框架。
[Abstract]:In the historical practice of the Communist Party of China, democratic centralism is a general term of organization principle, operation mechanism and system composition. Democratic centralism leads to different problems and value orientation in the relations between political party organization power and state power. In addition to being the fundamental political principle of the Communist Party of China and the basic principle of the forms of organization and activities of Chinese state institutions, democratic centralism has formed three different types of application. In the actual political life, it is increasingly manifested as a kind of deliberative and decision-making system, whose direct consequence is to promote the transformation of democratic centralism from institutional text to practical mechanism, and to introduce the responsibility system into democratic centralism. The formation of the theory and system of democratic centralized responsibility system is the fundamental guarantee for the ruling party to lead the socialist modernization drive, and the practice of democratic centralized responsibility system is theoretically and practically feasible. From the perspective of top-level design, the democratic centralized responsibility system should be upgraded to the basic political system form of the ruling party and the country, and the organization, the decision-making body and the process of power operation should be brought into the framework of the accountability system of democratic centralized responsibility system. The form of responsibility of democratic centralized responsibility system should be incorporated into the basic framework of the rule of law.
