【摘要】：《中國共產(chǎn)黨黨內(nèi)監(jiān)督條例》在總則中明確規(guī)定,要堅持黨內(nèi)監(jiān)督和人民群眾監(jiān)督相結合的原則。群眾監(jiān)督即公民監(jiān)督,其本質是公民權利對公共權力的監(jiān)督。相比組織監(jiān)督,公民監(jiān)督具有不可替代的地位和影響。當前,公民監(jiān)督賴以發(fā)力的條件和環(huán)境還存在諸多"短板",導致公民監(jiān)督潛在功效和現(xiàn)實功效之間還有較大差距。加強公民監(jiān)督相關制度和機制建設,提高公民監(jiān)督效能,對于助推反腐專責機關組織監(jiān)督的工作績效具有十分重要的意義。
[Abstract]:The regulations on Inner-Party Supervision of the Communist Party of China clearly stipulate in the general principles that the principle of combining inner-party supervision with mass supervision should be adhered to. Mass supervision is citizen supervision, which is essentially the supervision of public power by citizens' rights. Citizen supervision has irreplaceable status and influence. There are still many "shortcuts" in the conditions and environment on which citizen supervision depends, which leads to a big gap between the potential and practical efficacy of citizen supervision. Strengthen the construction of relevant systems and mechanisms for citizen supervision, and improve the effectiveness of citizen supervision. It is of great significance to promote the performance of the organization and supervision of the anti-corruption agency.
