【摘要】：城市基層區(qū)域化黨建是基層黨建生態(tài)環(huán)境轉(zhuǎn)換背景下的重要制度創(chuàng)新,扮演著重要的"整合中心"角色,承擔(dān)著內(nèi)外整合功能。面對基層黨組織結(jié)構(gòu)裂片化、資源離散化、自我認(rèn)同危機(jī)化、社區(qū)社會碎片化、基層組織懸浮化、部門行動分割化等困境,中國共產(chǎn)黨要在加強(qiáng)基層組織內(nèi)部整合基礎(chǔ)上,一端嵌入"社會"實現(xiàn)社區(qū)社會整合,一端嵌入"國家"實現(xiàn)基層行政整合,一端嵌入"網(wǎng)絡(luò)"實現(xiàn)異度空間整合,從而穩(wěn)固黨的基層政權(quán)和構(gòu)建和諧社會。
[Abstract]:Urban grass-roots regionalization party building is an important institutional innovation under the background of the transformation of the ecological environment of grass-roots party building. It plays an important role as "integration center" and undertakes the function of internal and external integration. In the face of the fragmentation of the grass-roots party organizational structure, the resources are discretized. The crisis of self-identity, the fragmentation of community society, the suspension of grass-roots organizations, the division of departmental actions, and so on. On the basis of strengthening the internal integration of grass-roots organizations, the Communist Party of China should embed "society" at one end to realize community social integration. One end embed "the country" to realize the grass-roots administrative integration, the other end embedded "the network" realizes the different degree space conformity, thus stabilizes the party's grass-roots political power and constructs the harmonious society.
