【摘要】：抗日戰(zhàn)爭時期,戰(zhàn)亂與災(zāi)荒導(dǎo)致陜甘寧邊區(qū)出現(xiàn)經(jīng)濟(jì)困境,并引發(fā)了黨政軍民等諸多矛盾,稱為邊區(qū)建設(shè)的重大障礙。中國共產(chǎn)黨領(lǐng)導(dǎo)把軍隊(duì)建設(shè)、政權(quán)建設(shè)、黨的建設(shè)與群眾工作融合一起,開展雙擁工作,加強(qiáng)黨的一元化領(lǐng)導(dǎo),化解了黨軍政民之間的矛盾。這不僅走出了經(jīng)濟(jì)困境,而且形成了成熟的群眾路線理論,達(dá)到了團(tuán)結(jié)與統(tǒng)一的目的。中國共產(chǎn)黨領(lǐng)導(dǎo)的雙擁工作,不僅是根據(jù)地渡過經(jīng)濟(jì)難關(guān)之策,也是加強(qiáng)群眾路線之方,更是黨的一元化領(lǐng)導(dǎo)之脈。
[Abstract]:During the War of Resistance against Japan, the war and famine led to economic difficulties in the Shensi-Kansu-Ningsia Border region, and caused many contradictions between the Party, government, military and people, and so on, which were called major obstacles to the construction of the border area.The leadership of the Communist Party of China made the building of the army and political power a major obstacle. The integration of party building and mass work, the development of dual support work, the strengthening of the party's unified leadership, and the resolution of contradictions between the party's military, government and people have not only emerged from the economic dilemma, but also formed a mature theory of the mass line. The dual support work under the leadership of the Communist Party of China is not only based on the policy to tide over the economic difficulties but also the way to strengthen the mass line and the unifying leadership of the Party.
