【摘要】：傳統(tǒng)黨群治理方法產(chǎn)生于社會(huì)階層和利益結(jié)構(gòu)較為單一的革命和計(jì)劃經(jīng)濟(jì)時(shí)代,它強(qiáng)調(diào)執(zhí)政黨作為主體開展工作,群眾作為客體被組織和動(dòng)員。在執(zhí)政黨角色和社會(huì)結(jié)構(gòu)雙重變遷的背景下,傳統(tǒng)黨群治理方法在組織和動(dòng)員多樣化利益公眾方面存在較大難度,也很難有效地解決不同利益主體之間的利益沖突和矛盾。協(xié)商民主為黨群治理方法創(chuàng)新提供了啟示,其創(chuàng)新具體表現(xiàn)為黨群協(xié)商。黨群協(xié)商創(chuàng)新了傳統(tǒng)的黨群治理方法,有利于和諧黨群關(guān)系的構(gòu)建,是新時(shí)期黨群治理方法的新方向。
[Abstract]:The traditional party-group governance method originated in the era of revolution and planned economy, in which the social stratum and interest structure were relatively single. It emphasized that the ruling party should carry out its work as the main body. The masses are organized and mobilized as objects. Under the background of the dual changes of the ruling party's role and the social structure, the traditional party-group governance method has great difficulty in organizing and mobilizing the diverse interests of the public. It is also very difficult to effectively solve the conflicts of interest and contradictions among different stakeholders. Consultative democracy provides inspiration for the innovation of party and mass governance methods, which is embodied in the party and masses consultation, which has innovated the traditional methods of party and mass governance. It is beneficial to the construction of harmonious relationship between the Party and the masses, and is the new direction of the governance method of the Party and the masses in the new period.
