【摘要】：國(guó)企紀(jì)檢立案審批存在選擇性立案的結(jié)構(gòu)性矛盾。選擇性立案,與審批者的權(quán)力意志相聯(lián)系,是各種因素綜合之后的取舍與平衡,與制度法規(guī)的原則和精神存在抵觸,也使違紀(jì)立案失去客觀標(biāo)準(zhǔn)。將立案審批改為立案?jìng)浒?確立紀(jì)委在立案檢查中的主體性,構(gòu)建主動(dòng)反腐機(jī)制,是國(guó)企邁向制度反腐的必然選擇。
[Abstract]:There is a structural contradiction of selective filing in the examination and approval of discipline inspection in state-owned enterprises. The selective filing is related to the power will of the examiners. It is a trade-off and balance after a combination of various factors, and conflicts with the principles and spirit of the system and laws and regulations. It is an inevitable choice for state-owned enterprises to change the examination and approval of filing to the record of filing, to establish the subjectivity of the discipline Inspection Commission in the filing and inspection, and to construct the active anti-corruption mechanism.
