【摘要】：黨內(nèi)民主的實質(zhì)是保障黨員主體地位。黨員主體地位通過黨員享有并行使黨員選舉權(quán)利來體現(xiàn)。話語權(quán)和選舉權(quán)是黨員享有的兩項最重要的民主權(quán)利。黨員話語權(quán)是指黨員在遵守國法黨規(guī)的前提下對黨內(nèi)事務(wù)自由發(fā)表意見的權(quán)利。黨員選舉權(quán)是黨員在遵守國法黨規(guī)的前提下根據(jù)自己意志自由選舉黨組織領(lǐng)導(dǎo)成員、黨代表大會或黨代表會議代表的權(quán)利。黨員以話語形式表達(dá)選舉意志的權(quán)利是黨員選舉話語權(quán)。在黨內(nèi)干部選舉中,保障黨員選舉話語權(quán)的程度決定黨內(nèi)權(quán)力產(chǎn)生合法性的程度。只有進(jìn)一步完善包括提名制度、差額制度、競爭制度等在內(nèi)的黨內(nèi)干部選舉制度,才能真正實現(xiàn)黨內(nèi)干部選舉由以組織(領(lǐng)導(dǎo)人)選舉話語權(quán)為主導(dǎo)的形式性選舉向以黨員選舉話語權(quán)為主導(dǎo)的實質(zhì)性選舉的轉(zhuǎn)變。
[Abstract]:The essence of inner-party democracy is to ensure the status of the main body of the Party members, which is embodied by the party members' right to vote and enjoy the right to vote. The right to speak and the right to vote are the two most important democratic rights enjoyed by the party members. The right to vote is the right of party members to express their opinions freely on the affairs of the party under the premise of abiding by the laws and regulations of the Party, and the right to vote for party members is to elect the leading members of party organizations freely according to their will under the premise of abiding by the rules of the Party of China and the Republic of China. The right of party members to express their will to vote in the form of words. In the election of party cadres, The degree of ensuring party members' right to speak in elections determines the degree of legitimacy of inner-party power. Only by further improving the party cadre election system, including the nomination system, the difference system, and the competition system, Only in this way can we truly realize the transformation from the formal election of the organization (leader) election to the substantive election dominated by the party members' voting power.
