網(wǎng)絡(luò)輿論挑戰(zhàn)下黨的執(zhí)政能力建設(shè)思考

【摘要】:網(wǎng)絡(luò)輿論是網(wǎng)民主體的共同意見或言論形成以及其產(chǎn)生影響的過程。在現(xiàn)實(shí)社會(huì)中,網(wǎng)絡(luò)輿論表現(xiàn)出強(qiáng)烈的政治意蘊(yùn),并以其科學(xué)技術(shù)性、主體互動(dòng)性、領(lǐng)域全面性、輿論即時(shí)性、輿論民意性、影響普遍性等特征,從科學(xué)技術(shù)、民意判定、輿論應(yīng)對(duì)、和平演變等方面對(duì)黨的執(zhí)政能力提出了嚴(yán)峻挑戰(zhàn)。應(yīng)對(duì)這些挑戰(zhàn),黨的執(zhí)政能力建設(shè)一方面應(yīng)當(dāng)突出能力要求,另一方面還應(yīng)突出如下政治倫理要求:堅(jiān)定立黨為公、執(zhí)政為民的政治信仰;樹立為民用權(quán)、為民謀利的責(zé)任意識(shí);突出遵紀(jì)守法、庸下能上的管理機(jī)制;加強(qiáng)學(xué)習(xí)科技、學(xué)習(xí)管控的學(xué)習(xí)理念。
[Abstract]:Internet public opinion is the process of forming and influencing the common opinion or speech of the main body of Internet users. In the real society, network public opinion shows strong political implication, and with its science and technology, subject interaction, comprehensive field. The immediacy of public opinion, the nature of public opinion, the universality of influence, and so on, pose severe challenges to the Party's governing ability from the aspects of science and technology, public opinion judgment, public opinion response, peaceful evolution, etc. On the one hand, the construction of the Party's governing ability should stress the requirement of ability, on the other hand, it should also highlight the following political ethical requirements: firmly establishing the political belief of establishing the party for the public, governing for the people, establishing the sense of responsibility of using power for the people and seeking for the people's interests; Stress the management mechanism of abiding by law and law, strengthen the study of science and technology, study the learning idea of control.
