【摘要】：院黨委書記作為高校二級(jí)單位黨委"一把手"及黨風(fēng)廉政建設(shè)"第一責(zé)任人"和"執(zhí)行人"的角色,肩負(fù)"一崗雙責(zé)"重任,在黨風(fēng)廉政建設(shè)中發(fā)揮著戰(zhàn)斗堡壘功能。要發(fā)揮黨委書記的角色作用,須析清其主體責(zé)任、明確其責(zé)任范疇、健全其責(zé)任考評(píng)機(jī)制和責(zé)任履行督導(dǎo)機(jī)制來加以保障,實(shí)現(xiàn)以"點(diǎn)"帶"面"共筑黨務(wù)廉政風(fēng)險(xiǎn)防控保障體系,促進(jìn)院黨委書記切實(shí)履行廉政責(zé)任制。
[Abstract]:The secretary of the party committee of the college, as the "first head" of the party committee of the second level unit of the university and the role of "the first responsible person" and "executor" in the building of a clean and honest party style, shoulder the important task of "one post and two responsibilities." In the construction of a clean and honest party style, it is necessary to play the role of party secretary in the building of a fighting fortress. In order to give full play to the role of party committee secretary, it is necessary to clarify its main body responsibility, clarify its scope of responsibility, and improve its responsibility examination and evaluation mechanism and responsibility performance supervision mechanism to ensure its protection. In order to promote the Party committee secretary to carry out the responsibility system of clean and honest administration, the party committee secretary should build up the system of preventing and controlling the risks of the party affairs and clean government with "dot" and "face".
