【摘要】：調(diào)查研究是中國共產(chǎn)黨人始終堅(jiān)持和重視的工作方法，是中國革命和建設(shè)取得巨大成就的一大法寶，在黨的十七屆四中全會(huì)上，中央做出加強(qiáng)和改進(jìn)新形勢(shì)下黨的建設(shè)重大問題的決定，其中指出調(diào)查研究是進(jìn)行黨的建設(shè)的基本方法。中國共產(chǎn)黨的調(diào)查研究理論體系代表了調(diào)查研究工作的進(jìn)程和方向，研究這一問題有利于中國共產(chǎn)黨更好地進(jìn)行自身建設(shè)。習(xí)近平在2011年中央黨校的講話中，再次強(qiáng)調(diào)調(diào)查研究能力是領(lǐng)導(dǎo)干部整體素質(zhì)和能力的重要組成部分，研究這一問題更有助于領(lǐng)導(dǎo)干部決策科學(xué)化和領(lǐng)導(dǎo)方式現(xiàn)代化。中國共產(chǎn)黨幾代領(lǐng)導(dǎo)集體始終不僅重視調(diào)查研究的實(shí)踐活動(dòng)，而且注重理論上的概括和提煉，本研究通過構(gòu)建中國共產(chǎn)黨的調(diào)查研究理論體系，既體現(xiàn)中國共產(chǎn)黨集體智慧的一脈相承性，又彰顯其與時(shí)俱進(jìn)性，努力獲取調(diào)查研究這一傳統(tǒng)工作方法的當(dāng)代價(jià)值。 我國當(dāng)前正處在全面深化改革的攻堅(jiān)時(shí)期，現(xiàn)代化建設(shè)和黨的建設(shè)都面臨很多新問題和新挑戰(zhàn)，調(diào)查研究仍然是新階段發(fā)現(xiàn)問題、解決問題的重要途徑。在新時(shí)期搞好調(diào)查研究不僅是工作方法上的要求，而且是關(guān)系到中國特色社會(huì)主義事業(yè)得失成敗的關(guān)鍵環(huán)節(jié)。當(dāng)前在某些地區(qū)、某些部門存在調(diào)查研究動(dòng)機(jī)和結(jié)果不相契合的問題，存在調(diào)查研究態(tài)度與作風(fēng)的問題，在調(diào)查研究成果轉(zhuǎn)化過程中也存在由于與實(shí)踐脫節(jié)，方法不當(dāng)，面對(duì)具體問題難以有效應(yīng)用的問題等。本選題旨在通過構(gòu)建中國共產(chǎn)黨的調(diào)查研究理論體系，創(chuàng)新調(diào)查研究方法，拓寬調(diào)查研究途徑，促進(jìn)調(diào)查研究動(dòng)機(jī)和結(jié)果相一致，深入探討蘊(yùn)含其中的規(guī)律性問題及積累的歷史經(jīng)驗(yàn)，從中獲取對(duì)新時(shí)期調(diào)查研究工作的啟示。 本文以構(gòu)建中國共產(chǎn)黨調(diào)查研究的理論體系作為研究主線，運(yùn)用史論結(jié)合的方法，從詮釋調(diào)查研究的意義、理論基礎(chǔ)、實(shí)踐基礎(chǔ)、基本原則以及調(diào)查研究主體和方法進(jìn)行深刻闡釋。第一章主要闡述調(diào)查研究之于中國共產(chǎn)黨、中國社會(huì)發(fā)展的重要意義，是中國共產(chǎn)黨調(diào)查研究理論體系中的關(guān)鍵一環(huán)。第二章主要闡述中國共產(chǎn)黨進(jìn)行調(diào)查研究的理論基礎(chǔ)。從中國共產(chǎn)黨調(diào)查研究理論體系形成的歷史淵源、指導(dǎo)思想和直接源頭三方面闡述。第三章主要通過建國以來中國共產(chǎn)黨幾次大規(guī)模的調(diào)查研究，闡述中國共產(chǎn)黨調(diào)查研究理論體系形成的實(shí)踐基礎(chǔ)。第四章主要闡述中國共產(chǎn)黨調(diào)查研究始終遵循的基本原則，用作衡量調(diào)查研究工作的有效性的重要標(biāo)準(zhǔn)。第五章圍繞中國共產(chǎn)黨作為調(diào)查研究主體多年來形成的綜合素質(zhì)進(jìn)行闡述，構(gòu)成調(diào)查研究理論體系的重要組成部分。第六章主要梳理中國共產(chǎn)黨調(diào)查研究的類型和方法，，通過綜合運(yùn)用傳統(tǒng)調(diào)查研究方法和現(xiàn)代調(diào)查研究方法，趨向于調(diào)查研究信度和效度的統(tǒng)一。最后提煉和概括中國共產(chǎn)黨調(diào)查研究的歷史經(jīng)驗(yàn)及對(duì)新時(shí)期調(diào)查研究工作的啟示，進(jìn)一步完善中國共產(chǎn)黨調(diào)查研究的理論體系。

In order to construct the theoretical system of research China Communist Party as the main line, using the method of combination of history, from the investigation of practice based interpretation of the meaning, theoretical basis, basic principles and profound interpretation of research subjects and methods. The first chapter mainly elaborates the research significance of Chinese to the Communist Party, China of social development. The sixth chapter mainly combs types and methods of management research China Communist party, through the integrated use of methods research on traditional and modern research methods tend to unified reliability and validity research. Finally, refined and summarized the history of the Communist Party of Chinese research experience and Enlightenment on the research work in the new period, to further improve the theoretical system of research Chinese Communist Party.
