【摘要】：基層少數(shù)民族領(lǐng)導(dǎo)干部肩負(fù)著推動民族自治地方經(jīng)濟(jì)發(fā)展、維護(hù)地方和諧穩(wěn)定、管理地方社會事務(wù)、服務(wù)基層民族群眾等重大歷史使命。新的歷史時(shí)期,在錯(cuò)綜復(fù)雜的國際國內(nèi)社會大背景下,基層少數(shù)民族領(lǐng)導(dǎo)干部應(yīng)比以往任何時(shí)期都應(yīng)具備更高更全的思想政治素質(zhì)。由此,本文以基層少數(shù)民族領(lǐng)導(dǎo)干部思想政治素質(zhì)的理論研究為基礎(chǔ),針對當(dāng)前基層少數(shù)民族領(lǐng)導(dǎo)干部思想政治素質(zhì)方面存在的問題,提出了提升基層少數(shù)民族領(lǐng)導(dǎo)干部良好思想政治素質(zhì)的具體措施。正文分為四部分： 第一部分：本部分作為該選題的邏輯起點(diǎn),首先界定了基層少數(shù)民族領(lǐng)導(dǎo)干部思想政治素質(zhì)及其相關(guān)概念的內(nèi)涵,明確選題的研究范圍；其次,分別從基層少數(shù)民族領(lǐng)導(dǎo)干部的成長環(huán)境、受教育背景以及工作和服務(wù)管理對象等方面分析了影響其思想政治素質(zhì)的因素；最后,闡釋了研究基層少數(shù)民族領(lǐng)導(dǎo)干部思想政治素質(zhì)的理論價(jià)值和實(shí)踐意義。 第二部分：本部分緊密結(jié)合時(shí)代發(fā)展要求,分別從理論素質(zhì)、思想素質(zhì)、政治素質(zhì)、道德素質(zhì)等方面探討了新形勢下基層少數(shù)民族領(lǐng)導(dǎo)干部理應(yīng)具備的思想政治素質(zhì)。 第三部分：本部分在走訪調(diào)研和查閱大量文獻(xiàn)資料的基礎(chǔ)上,以大量數(shù)據(jù)為支撐,分析了當(dāng)前基層少數(shù)民族領(lǐng)導(dǎo)干部思想政治素質(zhì)的主流狀況和存在的主要問題,并對存在的問題做出了原因分析。 第四部分：本部分以時(shí)代發(fā)展對基層少數(shù)民族領(lǐng)導(dǎo)干部思想政治素質(zhì)的新要求為依據(jù),并立足當(dāng)前基層少數(shù)民族領(lǐng)導(dǎo)干部思想政治素質(zhì)方面存在的問題,提出了提升基層少數(shù)民族領(lǐng)導(dǎo)干部良好思想政治素質(zhì)的措施,主要包括提高基層少數(shù)民族領(lǐng)導(dǎo)干部的理論修養(yǎng)、加強(qiáng)對基層少數(shù)民族領(lǐng)導(dǎo)干部的思想政治教育、建立健全基層少數(shù)民族領(lǐng)導(dǎo)干部思想政治建設(shè)的保障機(jī)制等方面。
[Abstract]:The leading cadres of ethnic minorities at the grass-roots level shoulder the important historical mission of promoting the economic development of national autonomous areas, maintaining local harmony and stability, managing local social affairs, serving the grassroots ethnic masses, and so on. Under the complicated international and domestic social background, the leading cadres of grassroots ethnic minorities should have higher and more complete ideological and political quality than ever before. Based on the theoretical research on the ideological and political quality of the leading cadres of ethnic minorities at the grass-roots level, this paper aims at the problems existing in the ideological and political quality of the leading cadres of the ethnic minorities at present. This paper puts forward the concrete measures to improve the good ideological and political quality of the leading cadres of ethnic minorities at the grassroots level. The text is divided into four parts: The first part: as the logical starting point of the topic, this part defines the ideological and political quality of the grassroots minority leading cadres and its related concepts, and clarifies the research scope of the topic; Secondly, this paper analyzes the factors that affect the ideological and political quality of ethnic minority cadres from the aspects of their growing environment, education background, work and service management objects, etc. Finally, it explains the theoretical value and practical significance of studying the ideological and political quality of ethnic minority leading cadres. The second part: this part closely combined with the requirements of the development of the times, respectively from the theoretical quality, ideological quality, political quality. This paper discusses the ideological and political quality of the leading cadres of ethnic minorities in the new situation. The third part: this part is supported by a large number of data on the basis of visiting research and consulting a lot of literature. This paper analyzes the mainstream situation and main problems of the ideological and political quality of the ethnic minority leading cadres at present, and makes an analysis of the reasons for the existing problems. Part 4th: this part is based on the new requirements of the development of the times for the ideological and political quality of the grassroots ethnic minority leading cadres, and based on the existing problems in the ideological and political quality of the grass-roots ethnic minority leading cadres. This paper puts forward some measures to improve the good ideological and political quality of the leading cadres of ethnic minorities at the grass-roots level, mainly including improving the theoretical accomplishment of the leading cadres of ethnic minorities at the grass-roots level and strengthening the ideological and political education of the leading cadres of the ethnic minorities at the grass-roots level. Establish and improve the ideological and political construction of grassroots ethnic minority leading cadres and other aspects of the guarantee mechanism.
