【摘要】：黨的紀(jì)檢領(lǐng)導(dǎo)工作程序化,是指在黨的紀(jì)檢工作雙重領(lǐng)導(dǎo)體制中,建立起領(lǐng)導(dǎo)工作的程序規(guī)范,使領(lǐng)導(dǎo)工作有章可循,按照法定的時(shí)限和時(shí)序,遵循法定的方式和關(guān)系規(guī)范有序地進(jìn)行。黨的紀(jì)檢領(lǐng)導(dǎo)工作程序化必須遵循集體領(lǐng)導(dǎo)、會(huì)議決定和分工負(fù)責(zé)等三項(xiàng)主要原則。黨的紀(jì)檢工作領(lǐng)導(dǎo)決策的基本程序?yàn)?提出議題→調(diào)查研究和征求意見(jiàn)→制訂初案→合法性審查→會(huì)議討論和表決→部署執(zhí)行→信息反饋→修正完善。黨的紀(jì)檢領(lǐng)導(dǎo)工作程序化,在實(shí)踐中具有重要意義:保證紀(jì)檢領(lǐng)導(dǎo)決策的科學(xué)性、民主性、合法性;防范以權(quán)謀私,阻斷腐敗的路徑;防范各種干涉,保證案件查處的相對(duì)獨(dú)立性。
[Abstract]:The procedure of the discipline inspection and leading work of the party refers to the establishment of the procedural norms of the leadership work in the dual leadership system of the party's discipline inspection work, so that the leadership work can be governed by rules, and according to the legal time limit and time sequence. The Party's discipline inspection and leading work must follow the collective leadership. The basic procedure of the party's leading decision in discipline inspection work is to raise the subject. 鈫扲esearch and consultation. 鈫扚ormulation of initial case. 鈫扡egitimacy review. 鈫扗iscussion and voting. 鈫扗eployment execution. 鈫捍nformation feedback. 鈫扵he procedure of the Party's discipline inspection leadership work is of great significance in practice: ensuring the scientific, democratic and legitimate decision-making of discipline inspection leaders; Guard against abuse of power for personal gain and block the path of corruption; To guard against all kinds of interference and to ensure the relative independence of the investigation and handling of cases.
