【摘要】：十八大以來,習(xí)近平帶領(lǐng)中國(guó)共產(chǎn)黨堅(jiān)持實(shí)施全面創(chuàng)新。以黨要管黨、從嚴(yán)治黨的堅(jiān)定意志,抓起燙手山芋,上抓“老虎”,下打“蒼蠅”,對(duì)內(nèi)巡視監(jiān)督,對(duì)外追逃追贓,以反腐敗為著力點(diǎn),鋪設(shè)起天羅地網(wǎng),嚴(yán)懲腐敗。覆蓋范圍之廣,成效之顯著,前所未有,不敢腐的社會(huì)氛圍已然形成。懲不是目標(biāo),治才是根本,治標(biāo)是補(bǔ)救,治本是預(yù)防。治標(biāo)實(shí)質(zhì)上是在為治本贏得時(shí)間。以習(xí)近平為核心的黨中央根據(jù)治黨實(shí)踐,總結(jié)經(jīng)驗(yàn),汲取教訓(xùn),有針對(duì)性地查漏補(bǔ)缺,提出了治本對(duì)策,即:廢止了一批制度、修訂了一批制度,并且新立了一大批制度。從嚴(yán)治黨不僅治了標(biāo),還從從根本上構(gòu)筑起了法規(guī)制度體系,懲腐朝著制度化方向不斷推進(jìn),讓不能腐成為硬約束,達(dá)到從不敢腐到不能腐的過渡。外力的作用畢竟是有限的。要處理好黨員干部的問題,要治理好黨,還必須追本溯源,抓好好源頭。在思想層面對(duì)干部進(jìn)行教育,讓他們自我約束,從心底里自覺地不想腐。黨內(nèi)問題主要還是黨員干部自身思想扭曲,定力不夠,腐敗免疫力不強(qiáng)甚至缺失引發(fā)的。由于黨性修養(yǎng)不夠,不能很好地自律,所以想腐敗、愿意腐敗的思想十分地嚴(yán)重。而加強(qiáng)思想道德教育,就是要警鐘長(zhǎng)鳴,就是要鍛造起堅(jiān)固的道德防線,就是要給黨員干部補(bǔ)好鈣,增強(qiáng)他們對(duì)腐敗的免疫力,讓他們能夠有效地抵制誘惑,自覺地凈化自己的思想,控制自己的行為,成為一名擁有健康靈魂的好干部。黨的建設(shè)是一項(xiàng)長(zhǎng)久的事業(yè)。從嚴(yán)治黨,培養(yǎng)管束好黨員干部也是一項(xiàng)永續(xù)的工程。十八大以來,習(xí)近平帶領(lǐng)全黨創(chuàng)新思想,打虎拍蠅,構(gòu)筑法規(guī)制度體系,教育黨員干部,中國(guó)的國(guó)際地位大大提升,世界為之震驚。而且中國(guó)舉措正在影響著世界。習(xí)近平在國(guó)外的講話與署名文章,破除外界猜疑,糾正外界錯(cuò)誤認(rèn)知,讓大批海外華人華僑自豪,令無數(shù)海外媒體不惜篇幅予以介紹報(bào)道,令海外政要們刮目相看,連連稱贊。
