【摘要】：本研究在掌握豐富資料的基礎(chǔ)上,分析了新時(shí)期中國共產(chǎn)黨黨員退出機(jī)制的理論基礎(chǔ)、當(dāng)前取得的成效、存在的問題及其優(yōu)化原則與路徑,旨在揭示出新時(shí)期中國共產(chǎn)黨自身建設(shè)的新角度與著力點(diǎn),以促使黨的建設(shè)能夠更加科學(xué)化、更加規(guī)范化、更加制度化。第一部分是理論概述。文章廓清了新時(shí)期中國共產(chǎn)黨黨員退出機(jī)制的科學(xué)內(nèi)涵,在比較1978年前后中國共產(chǎn)黨黨員退出機(jī)制的過程中指出了新時(shí)期黨員退出機(jī)制的特點(diǎn)與優(yōu)勢,并追溯了馬克思主義關(guān)于黨員吸收與請退的理論淵源,梳理了中國共產(chǎn)黨在黨員請退方面的理論與實(shí)踐。第二部分是現(xiàn)狀分析。本文首先肯定了新時(shí)期黨員退出機(jī)制取得的成就：黨員隊(duì)伍數(shù)量得到控制,質(zhì)量有所提升；新時(shí)期黨員退出機(jī)制取得了豐富經(jīng)驗(yàn)；中國共產(chǎn)黨的群眾基礎(chǔ)得到了擴(kuò)大與強(qiáng)化。然后指出了新時(shí)期黨員退出機(jī)制尚存在的不足之處：系統(tǒng)不完善,程序缺失；考核標(biāo)準(zhǔn)片面,方式單一；請退措施虛置,創(chuàng)新不夠；監(jiān)督嚴(yán)重缺位,合力不足等。第三部分是對策分析。針對新時(shí)期中國共產(chǎn)黨黨員退出機(jī)制存在的問題,本部分提出了優(yōu)化這一機(jī)制的基本原則和基本措施。具體而言,新時(shí)期黨員退出機(jī)制的優(yōu)化要堅(jiān)持科學(xué)性、系統(tǒng)性、權(quán)威性、可操作性、創(chuàng)新性和人本性的原則。在操作層面上,要進(jìn)一步整合系統(tǒng)資源以加強(qiáng)程序銜接、制定考核標(biāo)準(zhǔn)以識(shí)別不同黨員、創(chuàng)新考核方式以理順考核程序、創(chuàng)新請退措施以增強(qiáng)制度執(zhí)行力、拓寬監(jiān)督渠道以形成監(jiān)督合力。
[Abstract]:On the basis of abundant information, this study analyzes the theoretical basis of the withdrawal mechanism of CPC members in the new period, the current achievements, the existing problems and the optimization principles and paths. The aim is to reveal the new angle and focus of the CPC's own construction in the new period, so as to promote the Party's construction to be more scientific and standardized. The first part is an overview of the theory. The article clarifies the scientific connotation of the withdrawal mechanism of CPC members in the new period. In the process of comparing the withdrawal mechanism of CPC members around 1978, this paper points out the characteristics and advantages of the withdrawal mechanism of CPC members in the new period, and traces the theoretical origins of Marxism on the absorption and withdrawal of Party members. The second part is the analysis of the current situation. Firstly, this paper affirms the achievements of the withdrawal mechanism of party members in the new period: the number of party members is controlled. Improved quality; The exiting mechanism of Party members in the new period has gained rich experience; The mass base of the Communist Party of China has been expanded and strengthened, and then pointed out the deficiencies of the withdrawal mechanism of the Party members in the new period: the system is not perfect, the procedure is missing; The assessment standard is one-sided and the way is single; Please step back measures empty, innovation is not enough; The third part is the countermeasure analysis. Aiming at the problems existing in the exiting mechanism of CPC members in the new period. This part puts forward the basic principles and measures to optimize this mechanism. Specifically, the optimization of the withdrawal mechanism of party members in the new period should be scientific, systematic, authoritative and operational. The principle of innovation and human nature. At the operational level, we should further integrate the system resources to strengthen the convergence of procedures, establish assessment standards to identify different party members, and innovate assessment methods to rationalize the assessment procedures. Innovative measures to strengthen the implementation of the system, to broaden the channels of supervision to form a supervisory force.
