【摘要】：民主推薦制度是中國(guó)共產(chǎn)黨對(duì)"委任制"干部選拔任用方式的創(chuàng)新發(fā)展和重大貢獻(xiàn)。在民主推薦制度的發(fā)展過(guò)程中,"簡(jiǎn)單以票取人"和"拉票不正之風(fēng)"始終是影響和制約其制度效用的兩大負(fù)面因素,且相互交織、互動(dòng)影響。民主推薦制度經(jīng)歷了理想與現(xiàn)實(shí)的沖突、實(shí)然與應(yīng)然的對(duì)抗、起點(diǎn)與過(guò)程的扭曲,最終得到改革完善和調(diào)適修正,展示了中國(guó)共產(chǎn)黨自我完善的能力。本文從制度的起源、制度的背離、制度的調(diào)適、制度的前景四個(gè)層面,立足政治學(xué)視角歷史地、系統(tǒng)地、深入地分析民主推薦制度,努力剝離附加在制度之外的"不可承受之重",以期更好地發(fā)揮制度效用。
[Abstract]:The democratic recommendation system is the innovative development and great contribution of the Communist Party of China to the selection and appointment of cadres in the "appointment system", and in the course of the development of the democratic recommendation system. The two negative factors which influence and restrict the effectiveness of the system are "simply taking people by vote" and "the unhealthy trend of canvassing". The democratic recommendation system has experienced the conflict between ideal and reality. The confrontation between the real and the supposed, the distortion of the starting point and the process, and finally the reform and adjustment, which shows the ability of the Communist Party of China to improve itself. This article starts from the origin of the system, the deviation of the system, and the adjustment of the system. Based on the perspective of political science, this paper analyzes the democratic recommendation system from the perspective of political science, and tries to peel off the "unbearable weight" attached to the system in order to play the role of the institution better.
