【摘要】：民為邦本,縣為國基�？h級黨組織既是連接中央、地方與基層黨委的樞紐,又是黨員群眾了解黨的政策的窗口,其黨務公開開展情況與基層黨組織及人民群眾息息相關。因此,縣級黨務公開工作具有十分重大的意義。 縣級黨組織在開展黨務公開工作時,通過公開黨務原則、公開黨務內(nèi)容、公開工作機制及公開信息渠道等基本做法,既密切了黨群干群關系、提升了選人用人公信度,又有效地防止了黨員干部權力的濫用,提高了黨員干部工作的積極性、主動性和創(chuàng)造性。而其實踐探索中最主要的經(jīng)驗則可歸納為以下四個方面：依托群眾抓實黨務公開狠抓監(jiān)督落實黨務公開、創(chuàng)新形式做實黨務公開以及將黨務公開工作與其他工作相結合。 縣級黨務公開在實踐探索中雖然取得了一定成績,但它畢竟還是一個新生事物,因此,在發(fā)展過程中難免會遇到一些阻礙性因素,影響其進一步開展,主要表現(xiàn)為制度不健全、實踐操作不規(guī)范以及在開展中存在一些形式主義傾向等三個方面。而思想認識不到位、配套設施不完備、黨員群眾民主意識薄以及傳統(tǒng)農(nóng)耕文化的影響等,則是造成這些問題的最主要原因。 “制度是決定因素”。因此,鑒于縣級黨務公開在實踐探索中的情況及存在的主要問題,要著重從建立健全縣級黨務公開領導體制和工作機制、建立健全縣級黨務公開監(jiān)督制度、建立健全縣級黨務公開考核制度及建立健全各項配套制度等四個方面來完善縣級黨務公開的制度建設。如此,縣級黨務公開才能得以持久、深入、有效地開展。
[Abstract]:The Party organization at the county level is not only the hub linking the central, local and grass-roots party committees, but also the window for the party members and the masses to understand the Party's policies. The publicity of party affairs is closely related to the grass-roots party organizations and the people. Therefore, it is of great significance to open the party affairs at the county level. Party organizations at the county level, in carrying out the work of opening up party affairs, have strengthened the relationship between the party and the masses by opening up the party affairs principles, the contents of the party affairs, the working mechanism, and the channels of information, and so on. Improve the credibility of the selection and appointment of personnel, effectively prevent the abuse of power of party members and cadres, and improve the enthusiasm of party members and cadres. Initiative and creativity. The most important experience in its practical exploration can be summed up as follows: relying on the masses to firmly grasp the party affairs open supervision and implementation of the party affairs open. Innovative forms to make party affairs public and to open the work of the party and other work combined. Although the county level party affairs open in practice exploration has obtained certain achievements, but it is still a new thing after all, therefore, in the development process will inevitably encounter some obstructive factors, affect its further development. The main performance is that the system is not perfect, the practice is not standardized, and there are some formalism tendency in the development, but the ideological understanding is not in place, and the supporting facilities are not complete. The main causes of these problems are the democratic consciousness of the Party members and the influence of traditional farming culture. Therefore, in view of the situation and the main problems existing in the practice and exploration of the party affairs at the county level, we should focus on establishing and perfecting the leadership system and working mechanism of the openness of the party affairs at the county level. Establish and perfect the supervision system of county party affairs, establish and perfect county party affairs open examination system, and establish and perfect all kinds of supporting systems to perfect the system construction of county party affairs openness. Party affairs at the county level can be open to lasting, in-depth, and effective development.
