【摘要】：中國出版的公益性改革存在著"碎片化"的現(xiàn)狀,表現(xiàn)在:發(fā)展模式的選擇曖昧不明,民族文字出版資源需要統(tǒng)籌協(xié)調,農(nóng)家書屋、社區(qū)文化中心、圖書館之間需要協(xié)調和聯(lián)系,外部制度設計和內部機制的統(tǒng)一等。中國公益出版的研究也呈現(xiàn)"碎片化",無法提供有力的智力支持。探討中國公益出版的發(fā)展模式和可持續(xù)發(fā)展問題,就需要以"整體性"思維破解出版公益性改革的"碎片化"狀況,其四個維度是:明晰發(fā)展模式、公平和效率之間的平衡、部委之間的協(xié)商機制、民族出版的會商機制或交流平臺。
[Abstract]:The public welfare reform of Chinese publishing has the present situation of "fragmentation", which is manifested in the ambiguous choice of development model, the need for overall coordination of national language publishing resources, the need for coordination and coordination among farmers' bookhouses, community cultural centers, the need for coordination and contact between libraries, the unity of external system design and internal mechanism, and so on. The research of public welfare publishing in China is also fragmented, which can not provide strong intellectual support. To explore the development model and sustainable development of public welfare publishing in China, it is necessary to solve the "fragmentation" of publishing public welfare reform with the thinking of "integrity". Its four dimensions are: clear development model, balance between fairness and efficiency, consultation mechanism between ministries and commissions, consultation mechanism or communication platform of national publishing.
